SUBJECT: Georgia Department of Transportation - Amendment to the 14th
Street Pedestrian Bridge Contract
INITIATED BY: Planning Department
Recommendation: Approval is requested for the City Manager to enter into an
agreement with the Georgia Department of Transportation (GDOT) to amend the
contract for the 14th Street Pedestrian Bridge.
Background: Last year under Resolution 128-09, the city entered into an
agreement with GDOT to redevelop the 14th Street Bridge into a full pedestrian
bridge. The cost of this contract was not to exceed $3,351,386 in American
Recovery and Reinvestment Act (stimulus) funds. After the contract was signed,
authorization was given to inspect the bridge thoroughly, which found some
potential defects in the structure that would need to be corrected. At the
city's request GDOT approved the additional funding in the amount of
$1,519,247.20, with a required local match of $379,811.80 or 20 percent, for a
total of $1,899,059. The total cost for the entire project cost was set at
$5,250,445.
With this approved cost, GDOT prematurely issued a Notice to Proceed,
authorizing the City to bid the project out. Upon the final review of the
bids, and prior to the city authorizing the contractor to begin work, staff
discovered that no actual contract existed for the $1,519,247.20. GDOT was
notified and the contract amendment was submitted to the City for approval.
Approving this contract will allow the project to go forward.
Analysis: The additional construction work is required to insure the overall
safety of the bridge.
Financial Considerations: GDOT has agreed to fund an additional $1,519,247.20
for this project. A local match of $379,811.80 or 20 percent will be required,
bring the total contract price to $1,899,059. Funds are available under the
city's Paving Fund CIP Contingency. These are not additional funds for this
project. The project's budget still remains at $5,250,445
Projected Annual Fiscal Impact Statement: Upon completion of this work, only
general maintenance should be required over the next five to ten year period.
Most maintenance items should be limited to general cleaning, painting,
repairment of pavers in the bridge, and trash removal. The annual projected
cost for this maintenance is $10,000.
Legal Considerations: The City Attorney has reviewed the amendment and
approves its form
Recommendations/ Actions: Approve the resolution authorizing the City Manager
to enter into an agreement with the Georgia Department of Transportation (GDOT)
to amend the contract for the 14th Street Pedestrian Bridge.

A RESOLUTION AUTHORIZING TO ENTER INTO AN AGREEMENT WITH THE GEORGIA DEPARTMENT
OF TRANSPORTATION TO AMEND THE CONTRACT FOR THE 14TH STREET PEDESTRIAN BRIDGE
WHEREAS, the 14th Street Bridge is currently scheduled to be redeveloped into a
full pedestrian bridge as authorized by Council with a total budget of
$5,250,445; and,
WHEREAS, the City has entered into an agreement with the Georgia Department of
Transportation and has funded the initial cost of $3,351,386 for construction
utilizing American Recovery and Redevelopment Act funds; and,
WHEREAS, the Georgia Department of Transportation has authorized an amendment
to that agreement to provide state funds in the amount of $1,519,247.20 to
complete this project, with a required local match of $379,811.80, or twenty
percent for a total of $1,899,059, making the grand total for this project
$5,250,445;
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:
That the City Manager is hereby authorized to enter into an agreement
to amend the contract with Georgia Department of Transportation for the
redevelopment of the 14th Street Pedestrian Bridge in the amount of
$1,519,247.20 with a required local match of $379,811.80, or twenty percent for
a total of $1,899,059, making a grand total of $5,250,445 for this project as
established by the Council.
