(A) HIGH-RESOLUTION COLOR ORTHOIMAGERY - AERIAL PHOTOGRAPHS

OF THE CITY



It is requested that Council approve the contract with Digital Aerial

Solutions, LLC, in an amount not to exceed $54,000.00, to provide

high-resolution color orthoimagery ? aerial photographs of the City. The

services are available via the UA133 National Imagery Program being conducted

by the U.S. Geological Survey.



Under the NIMA 133 Urban Areas for Domestic Preparedness program the U.S.

Geological Survey (USGS) will be acquiring high-resolution color orthoimagery

for the 133 most populated metropolitan areas in the United States. The

project is being conducted to provide up-to-date imagery critical for Homeland

Security and emergency response.



The Department of Homeland Security has added the majority of Columbus and the

surrounding area to the project. Only a small portion of the county in the

extreme northeastern portion of the county will not be included in the project.

The USGS will pay 25% of the cost of acquiring new aerial photographs.



The flyover will be conducted by Digital Aerial Solutions, LLC from Tampa,

Florida beginning February 26, 2007. Contracts for jurisdictions requesting to

participate in this program are due no later than February 21, 2007.



The City last updated the GIS aerial photographs in 2004. Since then the City

has experienced significant growth throughout the community. A project to

update the GIS aerial photographs was planned for Fiscal year 2008.



This is a unique opportunity for the City to update our GIS aerial photographs

at a significant savings (USGS will pay 25% of the cost), when compared to the

cost of a stand-alone flyover project. The new orthoimagery will be 6? orthos

and will include additional capabilities beyond our current images to include

LIDAR, building footprints, edge of pavement, and elevation contours.



Funds are available in the FY07 Budget: Special Projects Capital Project Fund

FOLLOWS:



That the City Manager is hereby authorized enter into a contract with

Digital Aerial Solutions, LLC, in an amount not to exceed $54,000.00, to

provide high-resolution color orthoimagery ? Aerial Photographs of the City.

The services are available via the UA133 National Imagery Program being

conducted by the U.S. Geological Survey. Funds are available in the FY07

Budget: Special Projects Capital Project Fund ? General Fund Supported Capital

Projects ? Contingency ? CIP General Fund Contingency, 0508-660-1000- CPGF -

9801-20100-20030; and Special Projects Capital Project Fund ? Sewer Fund

1. Pre-Qualification for Cured-In-Place Rehabilitation of the Storm System

Located throughout Columbus, GA ? RFQ No. 07-0001

Columbus Consolidated Government (the City) requests vendors to apply for

pre-qualification for Rehabilitation of Storm System. The project includes the

installation of cured in-place pipe for Phase I rehabilitation of approximately

20,000 feet of (material) storm sewer pipe, ranging in size from 10-inches to

84-inches in diameter, located throughout Columbus. Contractors who are deemed

per-qualified in this RFQ process will be requested to submit bids in the

future for installation of cured-in-place pipe for rehabilitation of other

portions of the storm sewer system. The amount of future (Phase II and beyond)

cured in-place pipe installation is approximately 100,000 feet ranging in size

from 10-inches to 84-inches in diameter. The length, diameter, and scope of

CIPP rehabilitation per contract will be at the discretion of the City.

Minimally, the City desires to qualify three (3) contractors.

Automatic Gates & Remotes ? RFB No. 07-0046

A Mandatory Pre-Bid Conference/Site Visit will be held at 11:00 AM (Eastern) on

Tuesday, February 20, 2007. Vendors shall meet in the conference room of the

METRA administration building, which is located at 814 Linwood Blvd., Columbus,

GA. Vendors will be allowed a 10-minute grace period. Any vendor who is not

present at the METRA Transit Center within 10 minutes after the time slated for

the beginning of the mandatory pre-bid conference/site visit shall not be

allowed to participate any further in the bid process.



February 21, 2007

1. Elevator Maintenance Services (Annual Contract) ? RFB No. 07-0047

Scope of Bid

Provide maintenance services for 28 elevators, including: passenger, freight,

and inmate elevators. Elevators are located at the Government Center, Muscogee

County Jail, Public Safety Complex, Golden Park, Civic Center, South Commons

Softball Stadium, Government Center Annex Building and Government Center

Parking Garage. The services will be performed on a regular and systematic

schedule. The contract term will be for three years, with the option to renew

for two additional twelve-month periods.





2. Tennis Court Surfacing Supplies (Annual Contract) (Re-Bid) ? RFB No. 07-0050

Scope of Bid

Columbus Consolidated Government, Parks and Recreations Department is seeking

vendors to provide tennis court surfacing supplies for Magnesium Chloride and

Har Tru Rubico Surface. The contract term shall be for one year, with the

option to renew for two (2) additional twelve-month periods, if agreeable to

both parties.

1. 35? Low Floor Buses (Annual Contract) ? RFB No. 07-0038

Scope of Bid

Provide 35? Low Floor Buses to METRA on an ?as needed basis?. The City

anticipates purchasing approximately 12 buses during fiscal year 2007 through

fiscal year 2012. The contract term shall be for one year with the option to

renew for five (5) additional twelve-month periods. The renewal will be based

solely upon the mutual agreement of both parties, the Columbus Consolidated

Government and the Contractor.

Scope of Bid

Provide and install automatic gates, at one location with four remotes, at

METRA transit station.



2. Paint Supplies (Annual Contract) ? RFB No. 07-0049

Scope of Bid

Provide paint supplies on an ?as needed? basis to the Columbus

Consolidated Government (the City) to be utilized by various departments. The

contract term will be for two (2) years, with the option to renew for three (3)

additional (12) twelve-month periods.



Auditing Services (Annual Contract) ? RFP No. 07-0008

Scope of RFP

Provide auditing services for Columbus Consolidated Government. The

contract will be for five consecutive fiscal years beginning with the fiscal

year 2007 ending June 30, 2007, through fiscal year 2011 ending June 30,

2011. Contract will be subject to annual review and the annual availability of

an appropriation for audit services by the Columbus Consolidated Government.
