SUBJECT: 2016 Local Maintenance & Improvement Grant (LMIG) for
Off-System Safety Program
INITIATED BY: Donna Newman, Director of Engineering
Recommendation: Approval is requested to receive the 2016 LMIG for
Off-System Safety Program funds in the amount up to $160,000 or 90% of project
cost for safety improvements at various pedestrian and trail crossings
throughout the community, with a 10% match requirement.
Background: The Georgia Department of Transportation (GDOT) has approved the
City of Columbus to receive up to $160,000 or 90% of project cost, whichever is
less for lower cost safety improvements on city/county streets. Some of the
locations identified are upgrading the crossings along the Fall Line Trace,
replacement of the 13th Street flashers, adding flashers on Warm Springs Road
at Midland Middle School and other locations depending on funding availability.
Analysis: The Off-System Safety Program focuses on low-cost safety
improvements that enhance safety on local street and roads. Eligible projects
include improved pavement markings, traffic control devices, additional signage
in high accident/fatality locations, pedestrian improvements, school zones and
shoulder widening projects.
Financial Considerations: The 10% match will come from OLOST Road
Infrastructure Funds.
Projected Annual Fiscal Impact Statement: The improvements with be maintained
by the Department of Engineering, Traffic Division under the operation budget.
Legal Considerations: All grants must be authorized by Council.
Recommendations/ Actions: Approval is requested to receive the 2016 LMIG for

A RESOLUTION AUTHORIZING THE CITY MANAGER TO REQUEST AND RECEIVE THE 2016 LOCAL
MAINTENANCE & IMPROVEMENT GRANT FOR OFF-SYSTEM PROGRAM FUNDS FOR SAFETY
IMPROVEMENTS AT VARIOUS PEDESTRIAN AND TRAIL CROSSINGS.
WHEREAS, the City is proposing to upgrade traffic control to include but not
limited to signage, markings and traffic control devices at various pedestrian
and trail crossings in the community; and,
WHEREAS, the Georgia Department of Transportation has approved up $160,000 or
90% of the project cost, whichever is less, for lower cost safety improvements
on city streets and county roads.

NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:
That the City Manager is hereby authorized to request and receive the 2016,
Local Maintenance & Improvement Grant for Off -System Safety Program Funds
allocation from the Georgia Department of Transportation for safety
improvements at various pedestrian and trail crossings,
