SUBJECT: Mental Health Court Accountability Court Grant for FY15
INITIATED BY: Superior Court
Recommendation: Approval is requested to submit a grant application and if
approved, accept funds from the Criminal Justice Coordinating Council in the
amount of $163,580, or as otherwise awarded, with a 10% local match of $18,176
required, for operation of Muscogee County Mental Health Court and amend the
Multi-Governmental Fund by amount of grant award. The grant period is from
July 1, 2014 to June 30, 2015.
Background: During the legislative session, Governor Nathan Deal and the
Georgia General Assembly appropriated funds to the Criminal Justice
Coordinating Council for the purpose of providing support for Accountability
Courts throughout the state.
Analysis: The Muscogee County Mental Health Court is requesting funds to
provide treatment services, case management, emergency housing, transportation
services, emergency medication, clinical assessment, program evaluation, and
surveillance for participants in the court system who have special mental
health needs, which would not be available otherwise.
Financial Considerations: The City is required to provide 10% matching funds,
estimated to be $18,176 for FY15, to participate in this grant program.
Projected Annual Fiscal Impact Statement: There will be no additional
expenditures or requirements.
Legal Considerations: The Columbus Consolidated Government is eligible to
apply for these funds from the Criminal Justice Coordinating Council.
Recommendations/ Actions: Authorize the City Manager to submit an application
and if approved accept a grant from the Accountability Court Funding Committee
of the Criminal Justice Coordinating Council for the operation of the Muscogee
County Mental Health Court from July 1, 2014 to June 30, 2016 and to amend the
Multi-Governmental Fund by the amount of the grant award plus the 10% cash
match.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO SUBMIT AN APPLICATION TO THE
ACCOUNTABILITY COURT FUNDING COMMITTEE FOR A GRANT IN THE AMOUNT OF 163,580, OR
AS OTHERWISE AWARDED, WITH A 10% CASH MATCH REQUIREMENT IN THE AMOUNT OF
$18,176, TO FUND THE MUSCOGEE COUNTY MENTAL HEALTH COURT FOR FY15, AND IF
AWARDED, AMEND THE MULTI-GOVERNMENTAL FUND BY THE AMOUNT OF THE GRANT AWARD
PLUS THE LOCAL MATCH.
WHEREAS, funds have been made available from the Criminal Justice Coordinating
Council for the Muscogee County Mental Health Court for Fiscal Year 2015; and,
WHEREAS, the funds are being made available to provide support for the
operation of the Muscogee County Mental Health Court, presided over by Judge
Rumer; and,
WHEREAS, the Accountability Court Funding Committee administers the awards
provided by the Criminal Justice Coordinating Council for Accountability Courts
throughout the State of Georgia.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:
That the City Manager is hereby authorized to submit an application for a grant
to the Accountability Court Funding Committee to provide funding for the
Muscogee County Mental Health Court for FY2015, with a 10% local match
requirement and to amend the Multi-Governmental Fund by the amount of the grant
award and local match.
