SUBJECT: FY18 National Crime Statistics Exchange (NCS-X) Initiative Grant
INITIATED BY: Muscogee County Sheriff's Department

Recommendation: Approval is requested to submit an application and accept, if
awarded, a National Crime Statistics Exchange (NCS-X) Initiative Grant for the
Federal Fiscal Year 2018 solicitation in the amount of $221,068, or as
otherwise awarded, with no local match requirement, to be used by the Muscogee
County Sheriff?s for eligible projects as defined in the grant, and to amend
the Multi-Governmental Fund by the amount of the award.
Background: The Bureau of Justice Statistics (BJS) and the FBI?s Criminal
Information Services (CJIS) Division, in conjunction with the State of Georgia,
has selected the Muscogee County Sheriff?s Office to participate in a pilot
program for the National Crime Statistics Exchange (NCS-X), in the State of
Georgia. This grant supports the implementation of NCS-X to provide a
nationally representative system of incident-based crime statistics on the way
to the national transition to a National Incident Based Reporting System. This
program is intended to develop or enhance the state programs? capacity to
collect detailed incident-based crime data from police agencies throughout the
state and support the transition to the states incident-based crime reporting
systems.
Analysis: The funding is to be used to establish or enhance, through improved
automation, the capabilities of the agency to report incident-based crime data
to the state Uniform Crime Reporting (UCR) program or to the FBI?s National
Incident-Based Reporting System (NIBRS). The FBI is moving to a NIBRS-only data
collection by January 1, 2021 and beginning the transition now will improve the
chances the agency will meet the deadline.
The Bureau of Justice Statistics (BJS), in partnership with the FBI?s Criminal
Justice Information Services (CJIS) Division, has made funds available through
NCS-X to support NIBRS reporting by law enforcement agencies. NIBRS transition
has an implementation deadline of January 2021. By applying and receiving the
above grant, the city will not have to be responsible for the sole funding of
the program.
Financial Considerations: None.
Projected Annual Fiscal Impact Statement: The grant will bring in $221,068 to
the Multi-Governmental Fund. The General Fund will not be affected.
Legal Considerations: The Columbus Consolidated Government is eligible to
apply for this grant award with Council approval. Council must approve the
application for and acceptance of all grant awards and the Mayor, as Chief
Executive Officer, or her designee, must sign all required contracts, reports,
and certifications. Upon signing, the City will be obligated to the U.S.
Department of Justice to comply with the terms and conditions of the grant
contract.
Recommendation/Actions: Accept and approve the application and subsequent
award of the grant in the amount of $221,068, or as otherwise awarded, and
amend the Multi-Governmental Fund by the amount of the award.

A RESOLUTION AUTHORIZING THE MAYOR OR HER DESIGNEE TO SUBMIT AN APPLICATION
FOR, AND IF AWARDED, ACCEPT A 2018 FUNDING GRANT FROM THE BUREAU OF JUSTICE
STATISTICS, THOUGH FUNDING PROVIDED BY THE FEDERAL BUREAU OF INVESTIGATIONS IN
THE AMOUNT OF $221,068, OR AS OTHERWISE AWARDED, WITH NO LOCAL MATCH
REQUIREMENT, TO AMEND THE MULTI-GOVERNMENTAL FUND BY THE AMOUNT OF THE AWARD,
AND TO ALLOCATE THE AMOUNT AWARDED AS FOLLOWS: MUSCOGEE COUNTY SHERIFF?S
OFFICE - $221,068.00 FOR IMPLEMENTATION OF THE NATIONAL CRIME STATISTICS
EXCHANGE (NCS-X) INITIATIVE AND NATIONAL INCIDENT BASED REPORTING SYSTEM (NIBR)
PROGRAMS SUPPORTED BY THE GRANT.
WHEREAS, the Bureau of Justice Statistics (BJS) and the FBI?s Criminal
Information Services (CJIS) Division, in conjunction with the State of Georgia,
has selected the Muscogee County Sheriff?s Office to participate in a pilot
program for the National Crime Statistics Exchange (NCS-X), in the State of
Georgia. This grant supports the implementation of NCS-X to provide a

to the national transition to a National Incident Based Reporting System. This
program is intended to develop or enhance the state programs? capacity to

WHEREAS, the Columbus Consolidated Government is eligible to receive $221,068
in funding with no local match requirement; and,
WHEREAS, the grant requires that the governing body be notified of the
application at least 30 days prior to the award of the grant funds, and an
opportunity for public review and comment be given; and,
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:
That the Mayor or her designee is hereby authorized to submit an application
and if awarded, accept a FY18 Grant in the amount of $221,068, or as otherwise
awarded, with no local match requirement, and that the funds will be used by
the Sheriff?s Office to implement NCS-X and NIBRS, and to amend the
Multi-Governmental Fund by the amount of the award.
