SUBJECT: Veterans Court Grant
INITIATED BY: Superior Court
Recommendation: Approval is requested to accept a Criminal Justice
Coordinating Council?s Grant award of $62,835 or as otherwise awarded for the
purpose of funding the Muscogee County Veterans Treatment Court and to amend
the multi-governmental fund by the amount awarded. The grant amount is $62,835
with a Local Match of $6,982 that the City of Columbus will be required to
provide.
Background: This application is for the program?s yearly operating budget. The
Muscogee County Veterans Treatment Court is one of eight (8) Accountability
Courts specifically serving veterans, who are involved in the legal system in
Georgia. The grant is to provide funding to continue the existing programs.
Analysis: This grant is a yearly award starting July 1, 2016 and ending June
30, 2017. The funding will allow the existing program to continue its services.
One of the program?s goals is to increase the number of participants being
served. Funding will also provide needed emergency treatment and other
supports, which will increase the participant?s ability to remain free of the
legal system. The Veterans Treatment Court received high ratings from the sate
review this past year.
Financial Consideration: This grant amount is $62,835 with the City of Columbus
being required to provide a Match of $6,982.
Legal Requirements: The requirements of the Grant are to provide the services
outlined by the grant and to remain within the guidelines of the Criminal
Justice Coordinating Council.
Recommendation: Authorize a resolution to approve the receipt of the awarded
Criminal Justice Coordinating Council?s Grant for the Muscogee County Veterans
Treatment Court in the amount of $62,835 with a Match of $6,982, and to amend
the Multi-Governmental Fund by the amount of the award and match.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO APPROVE FOR ACCEPTANCE A
GRANT FROM THE CRIMINAL JUSTICE COORDINATING COUNCIL TO FUND THE MUSCOGEE
COUNTY VETERANS TREATMENT COURT WITH A GRANT AWARD OF $62,835, OR AS IS
OTHERWISE AWARDED, TO PROVIDE FUNDING FOR ITS OPERATION FROM JULY 1, 2016
THROUGH JUNE 30, 2017, WITH A REQUIRED LOCAL MATCH OF $6,982 PROVIDED BY THE
CITY OF COLUMBUS, AND TO AMEND THE MULTI-GOVERNMENTAL FUND BY THE AMOUNT
AWARDED AND LOCAL MATCH.
WHEREAS, federal funds have been made available to the State for the CJCC to
fund Accountability Courts in the State of Georgia and the CJCC received
applications from VETERANS TREATMENT Courts throughout the State of Georgia;
and,
WHEREAS, funds have been made available from the Criminal Justice
Coordinating Council to the Muscogee County VETERANS TREATMENT Court for a 12
month period from July 1, 2016 to June 30, 2017; and,
WHEREAS, funds are being made available CJCC to fund VETERANS TREATMENT
Courts in the State of Georgia and the CJCC has approved application from
VETERANS TREATMENT Courts throughout the State of Georgia.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS
FOLLOWS:
That the City Manager is hereby authorized to approve the receipt of
the Criminal Justice Coordinating Council?s Grant to provide funding for the
Muscogee County VETERANS TREATMENT Court in the amount of $62,835 with a
required match from the City Of Columbus of $6,982 and amend the
Multi-governmental Fund by the amount of the award and local match.
