I. Call to order
Dr. Wise called the Columbus Board of Health to order at 1:00pm.

II. Approval of Minutes
Dr. Wise asked if there were any questions or comments on the previous minutes
received (December 3, 2014).
Dr. Wise asked for a motion to approve the minutes. A motion was made by Dr
Agarwal seconded by Ms. Cathright and approved by all members present.

III. District Health Director?s Report
Dr. Wise called on Dr. Townsend to give the Director?s Report;
1. Welcomed the Board members back to our 1st meeting of the New Year.
2. Introduced Karon Bush as the District Program Manager, she filled Ed
Saidla?s position upon his retirement; also Joanne Strickland as the new
District Administrator.
3. Karon Bush vacated the position of District Nursing & Clinical Director.
This position has been posted and will be interviewing soon.
4. Georgia Public Health Association meeting will be held on April 13 ? 14,
2015 in Atlanta. There is a Board of Health orientation during this meeting
span. If you are interested in attending please contact Carol Popwell.
5. Ebola news has waned down; measles outbreak is the news now.
6. Flu is still active; physicians are seeing a lot of Influenza A with a low
fever.

IV. Financial Report
Dr. Wise called on Joanne Strickland to present the financial report to the
Board. Ms. Strickland presented the following;
1. Written copy of the financial report and overview for FY15 budget is
$5,281,396 with one revision.
2. Expenses were $2,447,318 with an increase of $139,566 from same time last
year due to the incentive check given to staff in November.
3. Fees collected are $563,077 which is down from same time last year of
$45,690. Variance is in Client fees, Private Insurance and EPSDT fees.
4. All other program grants are on target for 6 months of operation.
5. Vital Records Annex update ? Funeral Directors have been directed to visit
this location for death certificates.

V. Excused Absences Dr. Wise stated there is one Excused Absence for the meeting, Dr.
Chhokar. Congratulations go out to Dr. Chhokar for receiving Physician of the
Year from St. Francis Hospital. Dr. Wise stated there is one Excused Absence for the
meeting, Dr. Chhokar. A motion was made by Ms. Cathright seconded by Dr. Lopez
and approved by all members present. None
VI. New Business
Dr. Wise called on Joanne Strickland to review the proposed City Council budget
FY16.
1. The Budget Summary for Fiscal year 2016 is due to the City of Columbus by
February 6th. We are requesting an increase of $213,000.000 of the amount we
were allotted FY15. Some of the additional funding to be used for the purchase
of a new agency vehicle. This request does not include the support the city
pays Columbus Regional for the rent of our space here in HHS and the Vector
Control Building. Those are both done under a long term agreement.
2. Our final budget will be presented in June 2015
Dr. Wise asked for a motion to accept the proposed City Budget for FY16. A
motion was made by Dr. Agarwal seconded by Dr. Lopez and approved by all
members present.

VII. Program Reports
Dr. Wise asked if there were any Program reports.
Sheila Mayfield, Clinical Nursing Director
1. We have completed several outreach Flu clinics.
2. Finishing up with Immunization Audits within the school system.
3. Getting ready to begin Scoliosis screenings
Kristi Ludy, Environmental Health County Manager reported;
1. Annual Rabies clinic will be held on April 21st at the Civic Center parking
lot. Animal control will also be on location. Rabies vaccination is $5.00 and
City Permit is $10.00 (price increase this year)
2. There are two positions open locally, jobs have been posted and interviews
will be scheduled soon.
3. There are two business delinquent with their 2013/2014 Annual Inspection
fees.
