CITY MANAGER'S AGENDA

July 25, 2017







I. 18TH STREET - CLOSURE AND ABANDONMENT:



Approval is requested to authorize the changing of the Official Street

Map and Tax Maps of the Consolidated Government of Columbus, Georgia by

officially closing and abandoning a segment of 18th Street beginning at the

west right of way of 1st Avenue and running in westwardly direction for a

distance of 144 ft.; authorize the disposal of the said right of way in

accordance with applicable State Law; reserving utility easements; and for

other purposes.





II. COLUMBUS BURN - LEASE AGREEMENT:



Approval is requested to enter into a five-year lease agreement with

Burn Entertainment, LLC d/b/a Columbus Burn Hockey Team. The Columbus Burn

Hockey Team plays a minimum of twenty-eight (28) home games between October and

April. The Columbus Burn will pay $3,000 in rent for each home game plus other

financial considerations as outlined in the lease agreement.





III. FFY2017/FY2018 ANNUAL ACTION PLAN SUBSTANTIAL AMENDMENT TO NEIGHBORHOOD

STABILIZATION PROGRAM (NSP) 1 & 3:



Approval is requested for the filing of the FFY 2017/FY 2018 Annual

Action Plan, applications for Entitlement funding for the Community Development

Block Grant (CDBG) and the HOME Investment Partnership Program (HOME),

including a substantial amendment to Neighborhood Stabilization Program (NSP) 1

& 3. The sources of federal funding and programs for FFY2017/FY 2018 are the

Community Development Block Grant (CDBG) in the amount of $1,810,347, the HOME

Investment Partnership Program (HOME) in the amount of $787,388, and NSP 1 & 3

program income in the amount of $1,082,677.





IV. PROPERTY ACQUISITION - 1511 CUSSETA ROAD:



Approval is requested to acquire 1511 Cusseta Road in the amount of

$375,000, plus closing costs, in an effort to relocate the Public Works Street

Division onto Cusseta Road.





V. LEGAL SERVICES FOR RISK MANAGEMENT MATTERS:



Approval is requested to authorize payment of attorneys? fees which may

be incurred for legal services rendered regarding Risk Management issues during

Fiscal Year 2018.

VI. STREET ACCEPTANCE - GREEN MEADOWS COURT LOCATED IN SECTION FIFTEEN SABLE

OAKS OF MIDLAND:



Approval is requested for the acceptance of Green Meadows Court located

in Section Fifteen Sable Oaks of Midland. No City funds are involved until

maintenance is assumed after the two-year warranty. The Engineering Department

has inspected said street and recommends acceptance of same.





VII. STREET ACCEPTANCE - THAT PORTION OF WESTLAKE DRIVE LOCATED IN SECOND

ADDITION TO PHASE ONE, GARRETT CREEK SUBDIVISION:



Approval is requested for the acceptance of that portion of Westlake

Drive located in Second Addition to Phase One, Garrett Creek Subdivision. No

City funds are involved until maintenance is assumed after the two-year

warranty. The Engineering Department has inspected said street and recommends

acceptance of same.





VIII. 2017-2018 CRIME VICTIM ASSISTANCE GRANT:



Approval is requested to accept a Federal VOCA (Victims of Crimes Act)

Grant in the amount of $70,593 or as otherwise awarded from the Georgia

Criminal Justice Coordinating Council, with matching funds of $5,287 from the

five percent crime victim surcharge fund for the Solicitor General?s Victim

Assistance Program and amend the Multi Governmental Fund (0216) to reflect

these revenues and expenses.





IX. SOLICITOR GENERAL SUPPLEMENTAL VOCA GRANT FOR OPERATING EXPENDITURES:



Approval is requested to authorize the Solicitor General/Victim-Witness

Assistance Program to submit and, if approved, accept an additional Federal

VOCA Grant of $12,928, or as otherwise awarded, from the Georgia Criminal

Justice Coordinating Council to help defray operating expenses of the Victim

Assistance Office, with no cash local match required, and amend the

Multi-Governmental Fund by the amount awarded.

X. SOLICITOR GENERAL VOCA SUPPLEMENTAL AWARD FOR PERSONNEL:



(A) Approval is requested to authorize the Solicitor

General/Victim-Witness Assistance Program to submit and, if approved, accept an

additional Federal VOCA Grant of $44,843, or as otherwise awarded, from the

Georgia Criminal Justice Coordinating Council, and amend the Multi-governmental

Fund by the amount awarded, with no cash local match required.



(B) Approval is requested to create a new position of Victim Advocate in the

Office of the Solicitor General Victim-Witness Assistance Program, with the

salary and benefits of said position to be fully funded pursuant to said grant

and said position contingent upon receipt of future grant funding in subsequent

federal fiscal years.





XI. PURCHASES:



Approval is requested of items "A" thru "E":



A. Annual Software Support: ImageTrend Software for Fire and EMS

B. Annual Software License Fee: Neogov Software for Human Resources

C. Video Visitation System for Muscogee County Jail

D. Network Switch and AP Bundle for Various Departments

E. Annual Ambulance Service License Fees for Fire/EMS

XIII. DONATION OF TORO WORKMAN UTILITY VEHICLE FOR COOPER CREEK: ADD-ON



Approval is requested to accept a donation of a Toro Workman Utility Vehicle

valued at $4300.00 for Cooper Creek Tennis Center.

Scope of RFP

Provide routine grounds maintenance services on a weekly, monthly and yearly

basis, including: fertilizing, weekly mowing, edging, weed control,

irrigation, pruning, mulching, disease and insect control, etc.



The contract term shall be for two (2) years with the option to renew for three

(3) additional twelve-month periods.

Scope of RFP

Columbus Consolidated Government (the City) is seeking a qualified

environmental consulting firm to provide assistance with the recently awarded

United States Environmental Protection Agency (U.S. EPA) Brownfield Assessment

Grant for the implementation of environmental assessment, remedial planning,

community outreach, and other components of grants for which funding is secured.



The contract term shall be for three (3) years with the option to renew for two

(2) additional twelve-month periods.
