PLANNING ADVISORY COMMISSION MEETING

March 5, 2008



A meeting of the Planning Advisory Commission was held Wednesday, March 5, 2008

in the Council Chambers on the Plaza Level of the Government Center.

CALL TO ORDER: Chairperson Karl Douglass called the meeting to order at 9:07

a.m. He explained the rezoning process to the audience.



APPROVAL OF MINUTES: February 20, 2008. Commissioner Henson made a motion to

approve the minutes. Commissioner Sheftall seconded. They were approved

unanimously.



ZONING CASES:



ZC0802-2: A request to rezone 1.5 acres located at 12100 Macon Road. The

current zoning is Residential Estate 1. The proposed zoning is General

Commercial. The property will continue to be used for a convenience store.

Roger Montgomery is the applicant.



Mr. John Cantrell read the Staff Report for this case. This property is

located in Planning District 4. The Land Use Designation shows Rural

Residential.



Policy Statements: Do not address.



It is compatible with existing land uses.



The property does not lie within a floodplain and floodway area. The developer

will need an approved drainage plan prior to issuance of a Site Development

Permit.



The property is served by all city services with the exception of sewer.



The proposed project is not expected to have a negative impact on the

transportation network.



The site shall meet the codes and regulations of the Columbus Consolidated

Government for commercial usage.



School Impact: None.



Buffer Requirement: The proposed development shall have a Category C buffer

requirement along

all property lines bordered by the RE1 zoning district. The three options

under Category C are:

1. 20 feet with a certain amount of canopy trees, understory trees, and

shrubs / ornamental grasses per 100 linear feet.

2. 10 feet with a certain amount of shrubs / ornamental grasses per 100

linear feet and a wood fence or masonry wall.

3. 30 feet undisturbed natural buffer.



Fort Benning Recommendation: Pending.



DRI Recommendation: None.



Nine (9) property owners within 300 feet were notified of this rezoning

request. The Planning Department did not receive any comments regarding this

rezoning request.



Conditions: None.



Additional information: This is the old Hobbs Grocery Store.



Roger Montgomery, applicant, came to the podium. The owner would like to

continue using this building as a convenience store. He wants to be able to

sell alcohol and lottery tickets. Any changes to the building will fall under

the Panhandle Overlay.



Chairperson Douglass asked for discussion and a motion. Commissioner Alexander

made a motion to approve this rezoning case based on the facts that it is

compatible with existing land uses and the property is served by all city

services except sewer. Commissioner Boyce seconded. It was approved

unanimously.





ZC0802-3: A request to rezone 1223 6th Avenue. The current zoning is Light

Manufacturing Industrial. The proposed zoning is General Commercial. The

property will be used for a furniture warehouse. Chris Wightman is the

applicant.



Mr. John Cantrell read the Staff Report for this case. This property is

located in Planning District 8. The Land Use Designation shows Mixed Office

/ Commercial.



Policy Statements: Do not address.



It is compatible with existing land uses.



The property does not lie within a floodplain and floodway area. The developer

will need an approved drainage plan prior to issuance of a Site Development

Permit.



The property is served by all city services.



The proposed project is not expected to have a negative impact on the

transportation network.



The site shall meet the codes and regulations of the Columbus Consolidated

Government for commercial usage.



School Impact: None.

Fort Benning Recommendation: None.



DRI Recommendation: None.



Twelve (12) property owners within 300 feet were notified of this rezoning

request. The Planning Department did receive comments regarding this rezoning

request.



Conditions: None.



Additional information: None.



Chris Wightman, applicant came to the podium. This property was bought two

years ago from Parmalat. They want to use this building for a furniture

warehouse. The building will be renovated.



Donna Culpepper came to the podium. She would like a 5? setback condition

placed on the property. They cannot get to the side of their building for

repairs.



Mr. Wightman agreed to the 5? setback on the Culpepper property next door.



Chairperson Douglass asked for discussion and a motion. Commissioner Boyce

made a motion to approve this rezoning case based on the facts that it is

compatible with existing land uses. One condition: A condition of a 5?

setback on the Culpepper property next door. Commissioner Hodge seconded. It

was approved unanimously.
