REFERRALS FROM MAYOR & COUNCIL
COUNCIL MEETING OF MAY 12, 2015
TO THE CITY MANAGER:
PUBLIC AGENDA, MUSCOGEE COUNTY JAIL:
NAACP Columbus Branch President, Ms. Tonza S. Thomas appeared before Council on
the Public Agenda in reference to misconduct in the Muscogee County Jail. There
were multiple questions President Thomas asked during her appearance, all of
which a referral was made for them to be addressed by the appropriate
officials, and the information to be provided to Council. (Request of Councilor
Woodson)
In regardsto Councilor Woodson?s referral, a suggestion was made for President
Thomas to provide a list of items she would like to be addressed. (Request of
Mayor Tomlinson)

PUBLIC AGENDA, SEARS WOODS NEIGHBORHOOD:
Ms. Sharon E. Bunn addressed Mayor and Council on the Public Agenda in
reference to ordinance violations occurring within the neighborhood of Sears
Woods. A referral was made for staff to look into drafting proposed ordinances
addressing the problems with abandoned vehicles, grass height, pool water, and
barking dogs. (Request of Mayor Tomlinson)
Later on in the discussion, a referral was made requesting the drafted
proposals been provided to Council, so they can go over them and have further
discussions. (Request of Councilor Barnes)

A referral was made requesting information on the practices of Environment
Court when a citizen does not attend a court hearing, and where they are on
this particular situation. (Request of Mayor Tomlinson)

A request was made for the City Inspectors to visit the property spoken of by
Ms. Bunn to see if there is anything that can be done by the City. (Request of
Mayor Tomlinson)

A referral was made requesting the City Attorney to check and see what can be
done by the City legally through ordinances to address the concerns expressed.

As it pertains to the nuisance of dog barking, a referral was made requesting
that Special Enforcement look into other alternatives that pet owners could do
before they are required to attend court. (Request of Councilor Woodson)

A referral was made requesting that the situation with the snakes entering
neighbors? yards due to the condition of the pool be addressed immediately.

During the discussion, City Attorney Fay stated, he would contact the attorney
for the Health Department. A referral was then made that the City Attorney
provide Council with the information found. (Mayor Pro Tem Turner Pugh)

RESOLUTION REQUEST:
A request was made for a resolution thanking Mr. Fred Van Noy for his donation
of seats and accessories to Recorders Court. (Request of Councilor Allen)

COUNCIL NOTIFICATION:
During the authorization of purchases on the City Manager?s Agenda, a referral
was made requesting that Councilors be notified when there is any kind of issue
in there respected districts. (Request of Councilor Huff)

DISCRETIONARY FUNDS:
During a discussion pertaining to purchases, a referral was made for Deputy
City Manager Hodge to provide a briefing on the FY16 proposal for Discretionary
Funds, to include if there are any funds available and what they are being used
for to Council. (Request of Mayor Tomlinson)

BROWN AVENUE BRIDGE LANDSCAPE:
A referral was made requesting that the City look at removing a tree stump
located by the Brown Avenue Bridge. There have been concerns expressed by
citizens that the stump is attracting snakes and rats. (Request of Councilor
Huff)

PTV REGULATIONS:
A referral was made requesting that the City Manager publicize the regulations
pertaining to the use of PTVs in Uptown, and that the decals start being
issued. (Request of Councilor Thomas)

RAILROAD CROSSINGS:
A referral was made requesting that the City Manager have someone look at the
condition of the railroad crossings on 54th Street and the crossing on Williams
Road, close to the intersection at Fortson Road. There have been concerns
expressed on the condition of these railroad crossings and the damage that
could be caused to citizens? vehicles. (Request of Councilor Davis)
