SUBJECT: Expansion of Current Construction and Demolition (C&D)

Landfill at Pine Grove MSW Landfill



INITIATED BY: Public Works





Recommendation: Approve the Resolution identifying the site for expansion of

our current C & D (Construction and Demolition) landfill. The current C&D

landfill has a life expectancy of 2.8 years. In order to receive a permit from

EPD to expand the C&D, EPD requires approval of the site by the City in the

form of a Resolution. The expansion area is located between the current active

C & D disposal areas at Pine Grove Landfill. The proposed location is within

the permitted boundary of Pine Grove Landfill. Project was started in last

April 2015. The approval of the resolution identifying the site is one step in

the process.



Background: The C&D disposal site, EPD Permit Number 106-016D MSW, was

approved to receive waste under Section 391-3-4-07(2) of Georgia's Rule for

Solid Waste Management on May 8, 1998. Muscogee County residents, contractors

and City Government currently disposed of an estimated 3,300 tons of C&D

material in calendar year 2014. The expected remaining life of the existing C&D

disposal site at this rate of use is approximately 2.83 years as noted in a

report sent to Georgia EPD in July of 2015.



Analysis: Unless the C&D disposal area is expanded, citizens, contractors and

city forces will be forced to use alternate disposal sites that are not within

the boundary of Muscogee County. The alternate disposal site will cause

disposal costs to increase.



Financial Considerations: Potential loss of revenue of $140,000 per year as

calculated for use in the calendar year 2014. Potential increased cost to

citizens, contractors for disposal of the estimated 3,300 tons of C&D material.

Funds in the amount of $230,000 have been approved under project account number

0207-660-4000-20733-20150, as a project.



Projected Annual Fiscal Impact Statement: Loss of the C&D disposal facility

will be a hardship on contractors doing business in Muscogee County. There

potential that construction costs would increase for projects in Muscogee

County.



Legal Considerations: An approved Resolution is required by the Georgia

Environmental Protection Division before approval can be considered.



Recommendations/ Actions: Approve the resolution supporting the ?Construction

and Demolition Siting Decision.?

A RESOLUTION AUTHORIZING THE CONSTRUCTION AND DEMOLITION (C&D) SITING DECISION

FOR THE EXPANSION OF THE EXISTING C&D LANDFILL AT PINE GROVE MUNICIPAL SOLID

WASTE LANDFILL.

WHEREAS, the Columbus Consolidated Government, pursuant to

O.C.G.A.12-8-26, has conducted a siting decision meeting with respect to the

proposed C&D Landfill expansion at the Pine Grove Landfill located at 7900 Pine

Grove Way, Columbus, GA 31907; and,

WHEREAS, the proposed C&D Landfill Expansion at the Pine Grove Landfill

is consistent with and in compliance with the Columbus Consolidated

Government's zoning and land use ordinances; and,

WHEREAS, the proposed C&D Landfill Expansion at the Pine Grove Landfill

is consistent with and in compliance with the Columbus Consolidated

Government's Solid Waste Management Plan dated 2008-2018, and last update in

2011, and,

WHEREAS, public input was received on the project, in a Public Meeting

held on December 18, 2015.

NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS

FOLLOWS:

The Columbus Consolidated Government hereby approves the siting decision

pertaining to submission of an application to the Georgia EPD for the proposed

C&D Landfill Expansion at the Pine Grove Landfill.
