WHEREAS, the employees listed below have completed all of the requirements of

the Financial

Management Program for State and Local Governments, and on February 8, 2006

will be awarded the ?Financial Officer Certification ? for Level I and/or Level

II, as listed below. This certification is being conferred by the University of

Georgia?s Carl Vinson Institute of Government after a year-long program of

study;



WHEREAS, this is the first graduating group for the Columbus Consolidated

Government in a program specifically developed for financial officers, local

government clerks and other personnel who have responsibility for areas of

financial management in municipal and county governments, and is delivered by

experienced professionals working with local governments;



WHEREAS, the Level I requirements include training in budgets, capital

improvements, debt administration, purchasing, accounting and treasury

management-skills that emphasize practical application in the workplace and

produce important results for guiding successful financial management;



WHEREAS, the Level II requirements provide additional professional and

technical development through intermediate training in internal controls,

budgets, accounting, revenue administration and other electives;



WHEREAS, the Mayor and Council wish to recognize the importance of the

strategic partnership of the Institute of Government and our Learning Center

for the on-going programs of employee training and development;



WHEREAS, the Mayor, Councilors and City Manager wish to recognize each of the

successful graduates and stress the importance of quality training and their

continuing support for the learning and development for our employees;



NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA HEREBY RESOLVES:



We commend and congratulate the following employees for their commitment, hard

work, and personal growth in this important program of professional development

and attaining Level I certification.
