A RESOLUTION
No.
WHEREAS, the Council of Columbus, Georgia is committed to attainment of
National Ambient Air Quality Standards (?NAAQS?); and,
WHEREAS, the Council of Columbus, Georgia is fully aware of increased
concentrations of air pollution in the area and the need to take immediate
voluntary actions to reduce pollution in an effort to assure attainment of
NAAQS; and,
WHEREAS, the Council of Columbus, Georgia seeks to pursue initiatives to help
improve air quality including: Traffic Demand Management, Public Awareness
Outreach, Commute Options, Burn Ban Regulations, Emission Control Strategies;
and,
WHEREAS, the Council of Columbus, Georgia sees the inclusion of Anti-Idling
policies and measures as an easy, cost effective and sensible method to improve
air quality; and,
WHEREAS, Anti-Idling policies and measures are practices that keep drivers of
heavy duty vehicles from idling for over five minutes except in traffic, or
unless such idling is needed to perform a necessary work function or to respond
to an emergency; and,
WHEREAS, the Council of Columbus, Georgia is adopting Anti-Idling policies to
govern its own fleet of heavy duty vehicles to prohibit City employees from
idling City vehicles for over five minutes except in traffic, or unless such
idling is needed to perform a necessary work function or to respond to an
emergency; and,
WHEREAS, local companies and government agencies are encouraged to voluntarily
participate; and,
WHEREAS, the Council of Columbus, Georgia is committed to adopting Anti-Idling
rules issued by the Georgia Environmental Protection Division so that such
rules can be enforced on a local level.
NOW, THEREFORE, BE IT RESOLVED, that the Council of Columbus, Georgia, in an
effort to improve air quality in the surrounding area proposes to self-regulate
heavy duty vehicles with Anti-Idling regulations in an effort to keep Columbus,
Georgia in attainment with NAAQS.
IT IS FURTHER RESOLVED, that the Council of Columbus, Georgia, in a cooperative
effort with state and local governments, elected officials, and Fort Benning
Military Installation will maintain a full and total commitment to the
surrounding region in keeping air quality in attainment with the NAAQS thereby
providing more opportunity for continued economic growth and expansion.
Through outreach and awareness, voluntary participation from private and
government entities will be solicited. Volunteers will be asked to help
document success by providing brief updates to the Planning Department of the
Columbus Consolidated Government for the purpose of submitting an annual area
report to the Environmental Protection Division no later than March 1st of each
year describing air pollution abatement measures taken that go beyond
regulatory statutes, which were implemented in the spirit of this Resolution.
