Environmental Impacts: The property does not lie within the floodway and floodplain
area. The developer will need an approved drainage plan prior to issuance of a
Site Development permit, if a permit is required.
City Services: Properties are served by all city services.
Traffic Impact: This rezoning request does not anticipate generating a negative impact
on the transportation network. Current Annual Average Daily Traffic (AADT) on
Warm Springs Road is 3,190. Projected AADT will be 3,468 and retain a Level of
Service (LOS) of A. AADT for the proposed development will increase by 278
trips a week.

Buffer Requirements
The site shall include a Category C buffer along all property lines bordered by
the RO zoning districts. The 3 options under Category C are:
1) 20 feet with a certain amount of canopy trees, under story trees, and shrubs
/ ornamental grasses per 100 linear feet.
2) 10 feet with a certain amount of shrubs / ornamental grasses per 100 linear
feet and a wood fence or masonry wall.
3) 30 feet undisturbed natural buffer.
Attitude of Property Owners: One Hundred and Nineteen (119) property owners within 300
feet of the subject properties were notified of the rezoning request. The
Planning Department received two calls and no emails regarding the rezoning.
Both phone calls were general inquiries about the type of development and how
many units this development would contain.
Additional Information: The request to lower the required amount of parking per unit to 1.25
would reduce the parking requirement by 60 spaces. A granted request for a 10%
reduction in parking would only alleviate 16 spaces. These calculations reflect
highest use requirements of two parking spaces per unit. This property will
have lower vehicular trips per day due to the nature of the residents being
less mobile.
