SUBJECT: River Center Parking Deck Lease Agreement



INITIATED BY: Engineering Department, Traffic Engineering Division





Recommendation: Approval is requested for a Building and Rooftop Lease

Agreement between the Columbus Consolidated Government (Lessor) and Verizon

Wireless of the East, LP (Lessee), which will allow Verizon to lease space on

the River Center Parking Deck at 919 Broadway for the sole purpose of

installing, operating, and maintaining telecommunications equipment.



Background: Columbus Consolidated Government (CCG) owns and operates an

above-ground parking deck at 919 Broadway. Verizon desires to provide better

cellular service to its customers in the Uptown area, and approached CCG about

leasing space at the parking deck. Verizon will lease approximately 505 square

feet of space on the property grounds, approximately 190 square feet on the

deck roof, and approximately 68 square feet on the side of the deck. The lease

allows Verizon to have ingress rights 24/7/365 to operate and maintain their

equipment. Verizon will pay all utility costs associated with the operation of

their equipment. Staff from Metra and Traffic Engineering has reviewed the

proposed locations of the Verizon equipment and are satisfied that Verizon?s

equipment at these locations will not hinder Metra?s operation of the parking

deck.



Analysis: CCG and Verizon propose a five-year initial lease. Verizon has the

option to renew the lease for four additional consecutive five-year terms, for

a total possible lease of 25 years.



Financial Considerations: The annual rent for the initial five-year term shall

be $21,600.00, and shall be paid in equal monthly installments. The annual

rent for each subsequent five-year term shall increase by fifteen percent (15%)

over the previous term?s rental amount. Therefore, the annual rent shall be

$24,840.00 for the second five-year term, $28,566.00 for the third five-year

term, $32,850.90 for the fourth five-year term, and $37,778.53 for the fifth

five-year term. If Verizon leases the site for all 25 years, their total rent

payments to CCG shall be $728,177.15.



Legal Considerations: Each Building and Rooftop Lease Amendment on CCG

property requires Council approval.



Recommendation/Action: Approve the Building and Rooftop Lease Agreement

between the Columbus Consolidated Government and Verizon Wireless, which will

allow Verizon to lease space on the River Center Parking Deck at 919 Broadway

for the sole purpose of installing, operating, and maintaining

telecommunications equipment.

A RESOLUTION AUTHORIZING THE EXECUTION OF A BUILDING AND ROOFTOP LEASE

AGREEMENT WITH VERIZON WIRELESS OF THE EAST LP, FOR THE PURPOSE OF INSTALLING,

OPERATING AND MAINTAINING A TELECOMMUNICATIONS FACILITY AT THE CITY?S RIVER

CENTER PARKING DECK LOCATED AT 919 BROADWAY IN COLUMBUS.

WHEREAS, Verizon Wireless of the East LP (Verizon) desires to lease ground,

rooftop, and antenna space at the River Center Parking Deck, which is located

at 919 Broadway; and,

WHEREAS, Verizon intends to lease the space at the parking deck for the purpose

of installing, operating and maintaining wireless telecommunications equipment;

and,

WHEREAS, the initial lease term shall be for five years, with Verizon having

the option to renew the lease for four additional five-year terms, for a

possible lease duration of twenty-five years; and,



WHEREAS, Verizon proposes to make annual payments of $21,600.00 to the Columbus

Consolidated Government during the initial five-year lease term; and,



WHEREAS, Verizon?s annual lease payment for each subsequent five-year term

shall increase by fifteen percent (15%) over the previous term?s rental amount;

and,



WHEREAS, the Building and Rooftop Lease Agreement has been reviewed by the City

Attorney?s office, Finance Department, Metra, and the Engineering Department

with a recommendation to approve.

NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:

That the City Manager is authorized to execute the Building and Rooftop Lease

Agreement with Verizon Wireless of the East LP, for the purpose of installing,

operating, and maintaining a telecommunications facility at the City?s River

Center Parking Deck located at 919 Broadway.
