SUBJECT: Alternative Transportation Study



INITIATED BY: Planning Department







Recommendation: Approval is requested to enter into a contractual agreement

with the Georgia Department of Transportation to accept State L230

Transportation funds to develop an Alternative Transportation Study.



Background: The Planning Department wants to promote a safe, convenient and

efficient environment for bicycle and pedestrian travel that encourages the use

of public streets, off-street facilities and public transit. The development

of this plan proposes to address opportunities for walking, biking, and the use

of METRA transit. The Alternative Transportation Study will provide a framework

for future development of the City?s bicycle network, while making the City

eligible for local, State and Federal funding for bicycle and pedestrian

projects.



Analysis: The Planning Department is seeking to develop an Alternative

Transportation Study to help identify the needs of other modes of

transportation besides automobiles. Alternative transportation includes, but

is not limited to, walking, bicycling, and personal transportation assistance

for connections with transit (METRA ).



Financial Considerations: Funding for this study will be funded from state

L230 funds in the amount of $96,000, with a required local match of 20 percent

or $24,000, for a total $120,000. Funds are available under the Capital

Improvement Program.



Projected Annual Fiscal Impact Statement: This study will determine future

alternative transportation project needs. Costs associated with these projects

will be determined at a later date.



Legal Considerations: The City Attorney has no issues with this request.



Recommendations/ Actions: Approve the resolution authorizing the City Manager

to enter into a contractual agreement with the Georgia Department of

Transportation to develop an Alternative Transportation Study

















A RESOLUTION

A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO AN AGREEMENT WITH THE

GEORGIA DEPARTMENT OF TRANSPORTATION TO DEVELOP AN ALTERNATIVE TRANSPORTATION

STUDY.

WHEREAS, the Planning Department has determined a need to develop a new

Alternative Transportation Study for the community that will identify the needs

for bicycling, walking, and public transit activities to encourage alternate

ways to travel; and,

WHEREAS, funding is available under State L230 funding from the Georgia

Department of Transportation to conduct such a study in the amount of $96,000,

with a required local match of $24,000 or twenty percent.

NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:

That the City Manager is hereby authorized to enter into a contractual

agreement with the Georgia Department of Transportation to receive L230 funds

in the amount of $96,000, with a required local match of $24,000. Funding for

the local match is available under the Capital Improvement Program.
