SUBJECT: 13th Street Bridge Closure
INITIATED BY: Engineering
Recommendation: Approve the attached resolution authorizing a multi-day
closure of the 13th Street Bridge across the Chattahoochee River for five days.
Background: The City is working with a movie production company who
requested filming a portion of their movie (Need for Speed) on the 13th Street
Bridge over the Chattahoochee River. As noted on the attached letter, they
requested that the bridge be closed for five days, June 4th thru 8th 2013.
Analysis: City staff met to discuss this request plus the use of certain
Public Safety personnel and equipment. The Engineering Department is reviewing
the proposed detour that will be needed to be in place to accommodate the
bridge closing. 13th Street bridge traffic will be detoured to Veterans
Parkway south to 4th Street west across the Oglethorpe Bridge to Martin Luther
King, Jr. Parkway to Broad St (Phenix City) to 13th Street and the reverse
travel pattern.
The NFS production crew is coordinating the needs for this filming with both
Columbus and Phenix City. The primary need for the bridge closure is for the
set up time to shoot each film sequence. There is an accident scene in the
movie on the bridge which requires ramping and a large crane to be set up. All
of their work will be accomplished without any damage to the bridge or
contamination to the river.
The proposed resolution authorizes the Police Chief and Traffic Engineering
Manager to approve alternate days should weather or other conditions require
rescheduling the closure dates.
Financial Considerations: NFS Productions will compensate the City for any
personnel, vehicles and equipment needing for their work.
Projected Annual Fiscal Impact Statement: This movie may make Columbus a more
attractive destination for the movie industry.
Legal Considerations: The City staff has advised NFS Productions of the
liability insurance requirements for the work and to protect the City.
Recommendations/ Actions: Approve the closure of the 13th Street Bridge for
five days.

A RESOLUTION AUTHORIZING THE CLOSURE OF THE 13TH STREET BRIDGE ACROSS THE
CHATTAHOOCHEE RIVER FROM 3RD AVENUE IN PHENIX CITY TO BROADWAY IN COLUMBUS FOR
THE DATES OF JUNE 4TH THRU 8TH 2013, ALLOWING FOR ALTERNATE DAYS SHOULD WEATHER
OR OTHER CONDITIONS REQUIRE RESCHEDULING THE BRIDGE CLOSURE.
WHEREAS, NPS Productions, Inc. requested the assistance of the City of Columbus
and Phenix City for the closure of the 13th Street Bridge across the
Chattahoochee River for the purpose of filming a movie; and,
WHEREAS, the bridge closure is requested for five days in June being the 4th
thru 8th days of 2013 to accommodate set up work and movie filming; and,
WHEREAS, the City staff met with NPS Productions to work out the
logistics of the closure as well as needs for the movie; and,
WHEREAS, there exists the possibility that weather or other conditions
may delay the filming and closure dates for which the Police Chief with
concurrence of the Traffic Engineering Manager request the authority to
reschedule the closure dates as needed.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:
THAT THE CLOSURE OF THE 13TH STREET BRIDGE ACROSS THE CHATTAHOOCHEE
RIVER FROM 3RD AVENUE IN PHENIX CITY TO BROADWAY IN COLUMBUS IS HEREBY
AUTHORIZED FOR THE DATES OF JUNE 4TH THRU 8TH 2013, ALLOWING FOR ALTERNATE DAYS
AS DESCRIBED HERE WITHIN SHOULD WEATHER OR OTHER CONDITIONS REQUIRE
RESCHEDULING THE BRIDGE CLOSURE.
