MINUTES # 39-09
The Columbus, Georgia, Board of Tax Assessors met Monday, November 2, 2009 at
9:00AM with Chairman William Braxton, Assessor Lawton Grantham, Assessor
Richard Stallings, Assessor Ann Grantham and Assessor Pat Hunter present. Also
present was Chief Appraiser Betty Middleton.
Assessor Ann Grantham made the motion to approve Min#38-09; Assessor Richard
Stallings seconded the motion. Motion carried unanimously.
The Board signed assessment corrections for real estate.
Met with Attorney Lomax regarding PID 170 001 019 and019H, which an appeal for
binding arbitration has been filed for. Discussed proposal made by the attorney
for the taxpayer. Assessor Ann Grantham made a motion to accept the proposal;
Assessor Richard Stallings seconded the motion; motion carried with Assessor
Lawton Grantham voting no.
Met with Attorney Mize and Rev. Allen regarding PID 064 001 031 requesting
non-taxability. The application had cited more than one type of exemption
requests. After Rev. Allen and Atty Mize explained what type of exemption they
were seeking and the nature of the ministry, the Board had a better
understanding of their request. Assessor Lawton Grantham made a motion to
approve the exemption as a church out-reach ministry under Georgia Code Sect
48-5-41(2.1)(A); Assessor Pat Hunter seconded the motion; motion carried.
Met with Commercial Division Manager Linda King, reviewed and approved the

Pers Prop Mgr Oliver Juhan and Pers Prop Auditor Larry Dixon presented the
Board with documentation that the owner of Account # A0298491 did not have
enough days and time in Muscogee County to be taxed in Muscogee County.
