SUBJECT: Property Acquisition: Portion of 018-010-001, Kinnett Property
INITIATED BY: Amy Carbajal, Community Reinvestment Director
Recommendation: Approval is requested to purchase a portion of a parcel
located at the corner of 12th Street and 6th Avenue (tax map 018-010-001) for
$181,096 and allow the City Manager to execute the Sales Contract and all
related due diligence documents.
Background: The 2010B Sixth Avenue Stormwater Abatement fund projects
included flood abatement and associated streetscape improvements along 6th
Avenue. In the process of completing this project, parking spaces utilized by
Golden Foundry and the Chamber of Commerce will be eliminated. As a result,
staff sought alternative sites to construct public parking to replace those
spaces lost due to the flood abatement project. In July 2012, staff presented
the potential acquisition of this site to Council for briefing. Concern was
expressed about the existing historic building on the site. Since that time,
this building has been sold to a third party and the lot has been replatted.
Staff has negotiated the purchase of remaining property (referred to as Lot
A-100 on the attached plat). The acquisition price is $181,096.50.
Analysis: Lost parking must be replaced, this lot is adjacent to the
organizations that will utilize it and it is a purchase that is in the best
interest of the City.
Financial Considerations: The purchase and construction of the surface parking
lot will be made with 2010B Sixth Avenue Stormwater Abatement funds.
Projected Annual Fiscal Impact Statement: Once improvements are made, very
little maintenance will be required; therefore annual fiscal impact is minimal.
Legal Considerations: The sales agreement has been drafted by the City's
contracted real estate attorney. The Sales Agreement may be terminated in the
event due diligence reveals unreasonable issues.
Recommendations/ Actions: Approval is requested for the purchase of a portion
of a parcel located at the corner of 12th Street and 6th Avenue (tax map
018-010-001) and allow the City Manager to execute the Sales Contract and all
related documentation.

A RESOLUTION AUTHORIZING THE ACQUISITION OF A PORTION OF TAX MAP 018-010-001
LOCATED AT THE CORNER OF TWELFTH STREET AND SIXTH AVENUE, MUSCOGEE COUNTY,
GEORGIA, FOR THE PURPOSE OF CONSTRUCTING A PUBLIC SURFACE PARKING LOT.
WHEREAS, the 2010B Sixth Avenue Stormwater Abatement project list included
flood abatement and associated streetscape improvements to the Sixth Avenue
corridor; and,
WHEREAS, in constructing these improvements, on-street parking will be
eliminated; and,
WHEREAS, this property is located adjacent to the on-street parking spaces
that will be eliminated; and,
WHEREAS, it has been determined that the price for the property is equitable
and fair.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:
That the City Manager is authorized to execute the Sales Agreement and
all related due diligence documents in order to purchase the property for
$181,096.50. The funding source for the purchase will be 2010B Sixth Avenue
Stormwater Abatement funds.
