SUBJECT: Application for Hazardous Waste Trust Fund Grant
INITIATED BY: Department of Public Services
Recommendation: Approval is requested to submit an application and if approved
accept a $7.4 million Hazardous Waste Trust Fund Grant from the Georgia
Environmental Protection Division (EPD) and amend the Multi-Governmental Fund
by the amount of the grant award. This grant, if approved, will help fund the
closure of the "Camp Landfill" as required under the Georgia Rules for Solid
Waste Management 391-3-4 and stabilize the riverbank protecting the waters of
the Chattahoochee River.
Background: The City of Columbus, Georgia was the principle depositor of Solid
Waste at Camp Landfill until 1982. As principle depositor, the city has
responsibility for the proper closure of the landfill. The EPD has the site
listed as a landfill yet to be closed. The site is also listed on the
Hazardous Site Inventory. In November 2005, the city acquired the property
from Primesouth. Now that the city owns the property, efforts are being made
to close the landfill and have it removed from the list of landfills yet to be
closed.
Analysis: Closure of the landfill will remove the site from the list of
landfills yet to be closed, stabilize the riverbank and protect the surface
water in the area and make the site available for recreational purposes.
Financial Considerations: The proposed resolutions will authorized the city to
submit on application for a grant from The Georgia Environment Protection
Division Hazardous Waste Trust Fund. If the application is approved, the funds
will help reduce the city's expense of closing the landfill. The estimated
cost to properly close the site is 7.4 million dollars
Legal Considerations: The submission of all grants have to be approved by
resolution by Council.
Recommendations/ Actions: Authorize a resolution to approve the City Manager to
submit an application for a Hazardous Waste Trust Fund Grant from Georgia
Environmental Protection Division (EPD) and further authorize the City Manager
to accept the grant, if approved, and enter into a contract with the Georgia
Environmental Protection Division (EPD).
