I. LOCAL GOVERNMENT & IMPROVEMENT GRANT (LMIG) - SOUTH LUMPKIN ROAD IMPROVEMENT

PROJECT:



Authorization is requested to accept a Local Maintenance and

Improvement Grant (LMIG) of $1.2 million from the Georgia Department of

Transportation. Grant funds will go toward the South Lumpkin Road

Reconstruction Project and the remaining funds for project will be paid by the

II. PROPERTY ACQUISITION - PROPERTY AT 0 28TH STREET:



Authorization is requested for the acquisition of property at 0 28th

for $50,442.48 from G&M Kennon Properties, LLC. This property is currently

vacant and not suited for development. Property will be used to enhance view

of the river and retain an existing green space along the riverwalk. Funding

for property acquisition will be from the Community Development Block Grant.

III. PROPERTY ACQUISITION - PORTION OF KINNETT PROPERTY - 12th STREET/6TH

AVENUE:



Authorization is requested for the acquisition of a portion of a parcel

located at the corner of 12th Street and 6th Avenue for $181,096.50 for

constructing a public surface parking lot. The funding source for the purchase

will be from the 1999 SPLOST funds. An agenda report and resolution are

IV. PROPERTY ACQUISITION - PROPERTY ALONG THE RIVERWALK AT RIVER MILL:



Authorization is requested to purchase property along Riverwalk at

River Mill for $609,361.93 from Uptown Columbus, Inc. At the end of calendar

year 2012, Uptown Columbus purchased said property on pledge that the city

would purchase this property within the first quarter of 2013. This property

will enable construction of a missing portion of the Riverwalk. An agenda

V. FORREST ROAD/COOPER CREEK BRIDGE PROJECT - CONDEMNATION - 4131 FORREST ROAD

PARCEL 4:



Authorization is requested for the acquisition of Parcel 4, 4131,

Forrest Road for the Forrest Road/Cooper Creek Bridge Construction Project,

Muscogee County totaling 0.038 acres +/- of Right of Way, Temporary

Construction Easement totaling 0.016 acres+/-, plus a Drive Way Easement for

County Road and/or Municipal Street purposes, and authorizing the filing of a

Declaration of Taking by the City Attorney or his representatives for the

acquisition of said land under the authority of the official code of Georgia

X. FISCAL YEAR 2010 HOMELAND SECURITY GRANT PROGRAM:



Authorization is requested to submit an application and if approved

accept a grant for one (1) Thermo Scientific First Defender RMX substance

identification instrument from the Georgia Emergency Management Agency for the

Department of Homeland Security. The grant will be funded one time only and

will have no annual fiscal impact. An agenda report and resolution are

XI. MENTAL HEALTH COURTS GRANT:

accept $246,350 from the Criminal Justice Coordinating Council for operation of

Emergency Purchase ? Information Only



Emergency Purchase of Dredging Services for Lake at Sugar Mill Watershed:



On May 5, 2013, the Engineering Department requested emergency services to

dredge the lake for Sugar Mill Watershed (lake located behind Sugar Mill

Apartments). Dredging the lake to remove unwanted silt must be performed in

a timely manner to prevent potential flood water damages, and erosion problems

to adjacent properties.



Some dredging of this same lake, along with the Charter Oaks Watershed, was

performed after the flood event on Teak Drive. Siltation has continued to move

downstream and it is once again impacting the outlet control structure.



The vendor, All Things Water (Elkhart, Indiana), has the unique equipment and

the approved method for removing the lake silt. This process was used during

the previous dredging and deemed acceptable by the Engineering Department

because it has less impact on the surrounding properties. The prior contractor

has sold their equipment to All Things Water, and the same operators worked on

the City?s last project. There are no contractors in Columbus that have the

unique equipment and procedure for silt removal in the manner desired. The

vendor has submitted a quote of $49,500.00 to perform the work.



The City Manager approved the emergency on May 7, 2013.

Scope of RFP

Provide Columbus Consolidated Government with the highest quality financial

services at the lowest cost to taxpayers, to include: Banking, Smart Card and

Merchant Services. The term of the contract shall be for a period of five (5)

Scope of RFB

The Columbus Consolidated Government has purchased a 2013 Ford Utilimaster 20'

Step Van and wishes to procure the services of a vendor to build out the

interior cargo area. Vehicle will be used by the Hazardous Devices Response

Team for Bomb Squad response.

Scope of RFB

The Columbus Consolidated Government wishes to purchase six (6) ?-ton crew cab,

4-door, 4x2 pickup trucks. Trucks will be used by supervisory staff of Park

Services Division, of the Parks and Recreation Department.

Scope of Bid

The Columbus Consolidated Government is seeking a vendor to refurbish refuse

trucks. The City will refurbish refuse trucks on a case-by-case basis, as

needed. Manufacturer/Make/Model of first vehicle to be refurbished is: VMO

6976, Refuse Truck (VIN 1NPZL50X64D715297), 2004 Peterbilt Refuse Truck, Rear

Loader, Body Type: Leach 2RII. Bidder may contact Fleet Management at

706-653-4170 to arrange to view the vehicle to be refurbished. The vehicle will

be used by the Waste Management Fleet to collect household waste.
