SUBJECT: T-Mobile - CCG Rooftop Lease Agreement
INITIATED BY: Engineering
Recommendation: Approval is requested to execute a new Lease Agreement for
antennae and building space on the Government Center building with T-Mobile
South LLC.
Background: There has been a Rooftop Lease Agreement on the Government
Center building with a cellular wireless communications facility since June 4,
1997. The wireless communications facility is located on the 11th floor
(catwalk area) housing antennae positions and communication cabinets. This
Lease Agreement was originally with Powertel/Atlanta, Inc. who was later
purchased by T-Mobile South LLC.
Analysis: The Traffic Engineering Manager has spent over thirteen months
negotiating with several different leasing contractors finally reaching a Lease
Agreement. This Lease Agreement creates an entirely new Lease Agreement since
the previous agreement expired all of the available Term renewals. This Lease
Agreement begins with one Term of five (5) years with the option to renew four
additional Terms each with Council?s approval.
Financial Considerations: The Rent begins at $15,208.75 annually with a 15%
increase for each Term renewal. Hence, this is a revenue stream for Columbus.
Projected Annual Fiscal Impact Statement: As noted above, the lease increases
revenues with each Term renewal.
Legal Considerations: This agreement requires Council approval.
Recommendations/ Actions: Approve this Lease Agreement with T-Mobile South LLC.

A RESOLUTION AUTHORIZING TO EXECUTE A NEW LEASE AGREEMENT WITH T-MOBILE SOUTH
LLC., SUCCESSOR-IN-INTEREST TO POWERTEL/ATLANTA, INC., FOR ANTENNAE AND
BUILDING SPACE ON THE COLUMBUS GOVERNMENT BUILDING LOCATED AT 100 - 10TH STREET
IN COLUMBUS, GEORGIA TO INSTALL, OPERATE AND MAINTAIN A TELECOMMUNICATIONS
FACILITY.
WHEREAS, T-Mobile South LLC, successor-in-interest to Powertel/Atlanta, Inc.,
who previously had a multi-year lease that expired June 3, 2012; and,
WHEREAS, the Traffic Engineering Division has worked with T-Mobile South LLC
to create a new multi-year lease having a Term of five (5) year with options to
renew for an additional four Terms with fixed 15% rent increases for each Term;
and,
WHEREAS, T-Mobile and the City have reached agreement for the language of the
new lease agreement that is beneficial to both parties with the annual rent
being $15,208.75; and,
WHEREAS, the Traffic Engineering Division, Community Reinvestment
Department and City Attorney reviewed the final agreement recommending approval.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:
THAT THE CITY MANAGER IS HEREBY AUTHORIZED TO EXECUTE A NEW LEASE
AGREEMENT WITH T-MOBILE SOUTH LLC SUCCESSOR-IN-INTEREST TO POWERTEL/ATLANTA,
INC., FOR ANTENNAE AND BUILDING SPACE ON THE COLUMBUS GOVERNMENT BUILDING
LOCATED AT 100 - 10TH STREET IN COLUMBUS, GEORGIA FOR THE PURPOSE OF
INSTALLING, OPERATING AND MAINTAINING A TELECOMMUNICATIONS FACILITY.
