SUBJECT: Sheriff?s Office - FY12 Other Local Option Sales Tax Reallocation
INITIATED BY: Sheriff?s Office / Finance Department
Recommendation: Approval is requested of a resolution reallocating $60,000 of
the FY12 Budget-Other Local Option Sales Tax for the Sheriff?s Office from Jail
Needs Assessment and other Sheriff LOST projects to upgrade and expand the
DataWorksPlus PhotoManager Biometric Identification system (Finger Printing
System) and related technology.
Background: The FY12 Budget for the Other Local Option Sales Tax was approved
on June 21, 2011, which included $250,000 for the Sheriff?s Office Jail Needs
Assessment. As part of the FY12 budget, council approved specific personnel,
operating and capital outlay to be purchased.
Analysis: The Jail Needs Assessment was budgeted at $250,000 and the awarded
contract amount is approximately $150,000. After the reallocation from the
September 13, 2011 Council meeting there is a remaining balance of $82,000. The
furniture for Administration Bureau was budgeted at $25,597 and the awarded
contract amount is approximately $18,200 leaving a balance of approximately
$7,300. The equipment for new personnel was budgeted at approximately $38,000
and the awarded amount is approximately $29,000 leaving a balance of
approximately $9,000.
Financial Considerations: The balance of the Jail Needs Assessment,
Administration Bureau Furniture and New Personnel Equipment can be reallocated
to another Other LOST purpose.
Projected Annual Fiscal Impact Statement: Annual software maintenance will be
paid from the IT General Fund Budget.
Legal Considerations: Council approval required for reallocation of Other LOST
budget.
Recommendations/Actions: Approve a resolution reallocating $60,000 of the FY12
Budget-Other Local Option Sales Tax for the Sheriff?s Office from Jail Needs
Assessment and other Sheriff LOST projects to upgrade and expand the
DataWorksPlus PhotoManager Biometric Identification system (Finger Printing
System) and related technology.
A RESOLUTION
NO. ____
WHEREAS, Columbus Council approved the FY12 Operating Budget on June 21, 2011;
and,
WHEREAS, the FY12 Other Local Option Sales Tax budget for the Sheriffs? Office
included $250,000 for the Jail Needs Assessment, $25,597 for furniture and
$38,000 for new personnel equipment; and,
WHEREAS, the bid for the Jail Needs Assessment was negotiated for approximately
$150,000,the furniture negotiated for approximately $18,000 and new personnel
equipment negotiated for approximately $29,000; and,
WHEREAS, the Sheriff?s Office requests to reallocate $60,000 of the FY12
Budget-Other Local Option Sales Tax for the Sheriff?s Office from Jail Needs
Assessment and other Sheriff LOST projects to upgrade and expand the
DataWorksPlus PhotoManager Biometric Identification system (Finger Printing
System) and related technology.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA HEREBY RESOLVES:
That the Sheriff?s Office is hereby authorized to reallocate $60,000 to the
Muscogee County Jail for upgrades and expansion of technology.
