SUBJECT: Global Connect ? Emergency Notification System

Recommendation: Approval is requested to enter into an agreement with Global

Connect ? Emergency Notification System for a nine (9) month trial period with

no obligation. The only expense for the trial period will be to purchase a

telephone listing with 66,044 numbers from AT&T for $2,641.76 and a one-time

setup fee of $2,000 to Global Connect.



Background: Global Connect offers communities a superior, reliable, and robust

Emergency Notification System that allows you to send thousands of

notifications per minute to residents and local government employees in a quick

and cost effective manner. This system will allow timely communication with

residents resulting in increased safety and response planning for emergency

situations, such as natural disasters, when every second counts. In effect, an

Emergency Notification System will bring peace of mind to residents, and

proficiency to administrators.



Analysis: Global Connect offers a FREE system set up and implementation; FREE

end-user training, FREE 24/7/365 technical support by Global Connect employees

based in the USA and FREE automated system maintenance and upgrades.



Financial Considerations: The user agreement will allow us to enter into a

nine (9) month FREE trial period with no obligation and will end July 30, 2009.

The only expense for the trial period will be to purchase a telephone listing

with 66,044 numbers from AT&T for $2,641.76 and a one-time setup fee of $2,000

to Global Connect. The total cost will be $4,641.76. If the City remains with

this system after the nine-month trial period, the cost will be $.75 base price

per household/business. (See attachment).



Legal Considerations: The City Attorney has reviewed this user agreement and

approved as to form.



Recommendations/Actions: Approved a resolution authorizing the City Manager to

enter into an agreement with Global Connect for a Nine (9) Month Trial Period

with no obligation at the end of the July 30, 2009 trial period.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO AN AGREEMENT WITH

GLOBAL CONNECT ? EMERGENCY NOTIFICATION SYSTEM FOR A NINE (9) MONTH FREE TRIAL

PERIOD WITH NO OBLIGATION.



WHEREAS, Global Connect provides emergency notification that will enable timely

communication with residents resulting in increased safety and response

planning for emergency situations, such as natural disasters, when every second

counts; and,



WHEREAS, Global Connect allows you to send thousands of notifications per

minute to residents and local government employees in a quick and cost

effective manner; and,



WHEREAS, Global Connect offers a FREE system set up and implementation; FREE

end-user training, FREE 24/7/365 technical support by Global Connect employees

based in the USA and FREE automated system maintenance and upgrades; and,



NOW THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA HEREBY RESOLVES AS FOLLOWS:



That the City Manager is hereby authorized to enter into an agreement with

Global Connect for a Nine (9) Month Free Trial Period with no obligation at the

end of the trial period and will end July 30, 2009; however, we will be

obligated to purchase a telephone listing with 66,044 numbers from AT&T for

$2,641.76 and a one-time setup fee of $2,000 to Global Connect.
