MINUTES # 14-08



The Columbus, Georgia, Board of Tax Assessors met Monday, April 21, 2008 at

9:00AM with Chairman William Braxton, Assessor Lawton Grantham, Assessor

Richard Stallings and Assessor Ann Grantham present. Also present was Chief

Appraiser Betty J. Middleton. Assessor Pat Hunter was absent attending a

Department of Revenue Certification Course.



Assessor Lawton Grantham made the motion to approve Min#13-08; Assessor Ann

Grantham seconded the motion; motion carried unanimously.



Assessor Lawton Grantham made the motion to excuse Assessor Pat Hunter to

attend Department of Revenue training; Assessor Ann Grantham seconded the

motion, motion carried.



The Board signed assessment corrections for real estate.



Met with Mr. Kannappan and Mr. Swami representing the Indian Religious &

Cultural Center of Columbus, Inc. requesting non-taxability for property

located at 6450 Schomburg Rd (Parcel ID 100 008 002). Mr. Kannappan stated that

the property was used for religious purposes on January 1, 2008. After

discussion Assessor Lawton Grantham made the motion to approve the request for

non-taxability for 2008; Assessor Ann Grantham seconded the motion; motion

carried.



Mr. Sterling called to cancel his appointment with the Board of Tax Assessors.



Met with Bishop Sanders representing the Apostolic Church of Promise Inc.

regarding non-taxability for Parcel ID 050 013 004 for 2007. The Board of Tax

Assessors explained to Bishop Sanders that they do not have the authority to

grant retroactive exemptions. The Board referred him to see his closing

attorney. The Board took no action.



The Board reviewed the Articles of Incorporation and By-laws for the Pastoral

Institute. Assessor Ann Grantham made a motion to grant tax exempt status for

parcel ID 028 019 010 and 028 019 011 for 2008, Assessor Richard Stallings

seconded the motion; motion carried.



The Board met with Mr. John Redmond, Internal Auditor/Compliance Office,

presenting an update of his study concerning the Office in regards to where it

is and where it needs to be.



Chief Appraiser Betty Middleton discussed with the Board a request from an

attorney to find out if a property receiving conservation use assessment, could

continue the abatement, if the property is divided and one tract contains only

10 acres.

Met with Commercial Division Manager Linda King, reviewed and approved the

Met with Personal Property Division Manager Oliver Juhan, reviewed and approved

the following:



Assessment Corrections: 1(-)

Appeals: 2(-)

Freeport Applications: 16(Approved)

1(Disapproved)



Pers Prop Div Mgr Oliver Juhan informed the Board of the meeting with Mr. Pitt

regarding his personal property account. He said Mr. Pitt did not file a

personal property return for the years 2003 through 2007 and had no appeal

rights. The Board took no action.



Pers Prop Div Mgr Oliver Juhan apprised the Board of a letter being sent to

taxpayers whose personal property returns were mailed by certified mail, which

were received after April 1, 2008 and were not cancelled by the USPS. He also

informed the Board that a letter is being sent to taxpayers who requested

Freeport Exemption, but did not send any detailed information.
