Subject Proposed Ford Rezoning
Description As it relates to the petitioner using property as an organic
dumping site, dumping grass clippings, etc. in this area, let?s make sure we
get the engineers to report on this issue and to make sure that there are not
any fertilizers that would be dumped associated with this organic dumping site,
dumped in soil, which would have an effect on or leak into our water system.

Response 11/02/06 To operate a dump site for grass clippings, organic material
and tree/shrub limbs requires a permit from the Georgia Environmental
Protection Division (EPD). The Rules For Solid Waste Management
391-3-4-.06(3)(C) specify the requirements to operate such a facility. Columbus
Code of Ordinances 13-167.5 requires anyone operating such a facility to
operate the facility in accordance with the requirements of EPD.
Perhaps the petitioner should review the requirements before attempting to
rezone the property for such an activity. Rufus Riggs
11/03/06. It is our understanding the petitioner wants to have a composting
operation from clippings and prunings from his jobsites. This will be clean
material with no litter included. They will be use material as an additive to
amend topsoil on jobsites. This is an acceptable practice and is strongly
encouraged in lieu of filling up inert landfills. He is not intending to use
it for sale. This operation would be considered in the site plan review
