SUBJECT: ACCG Civic Affairs Foundation GCIP Grant



INITIATED BY: Planning Department





Recommendation: Approval is requested to submit an application and, if

approved, accept $2,173.00 or as otherwise awarded from the Association of

County Commissioners of Georgia Civic Affairs Foundation to hire an intern to

update forms used in the Records Management System for a ten week period of the

Fall of 2015, with no local match requirement, and to amend the

Multi-Governmental Fund by the amount of the award.



Background: The Association of County Commissioners of Georgia?s Civic Affairs

Foundation provides summer and fall grants to hire college interns to work for

ten weeks on various projects for its member counties.



Analysis: The Planning Department maintains, manages, and interprets

statistical and geographical information pertaining to projected-conceptual

projects as well as updating data for current projects. The Planning Department

professional staff requires in-depth research to collect pertinent

project-specific information and implement public participation programming.

This process in turn supports various planning project decisions.



Research data collection and management performed by the intern will allow

other professional staff members to move forward with current projects such as

City Village and the Fall Line Trace Overlay.



Financial Considerations: The grant amount requested is $2,173.00 for the

Planning Department. There is no financial obligation for the City.



Projected Annual Fiscal Impact Statement: The Columbus Consolidated Government

will not be required to continue this internship when the grant funds have been

expended.



Legal Considerations: The Columbus Consolidated Government is a member of the

Association of County Commissioners of Georgia and as such is eligible to apply

for funds from the organization.



Recommendation: Approve a resolution authorizing the City Manager to submit a

grant application and, if approved, accept funds from the Association of County

Commissioners of Georgia Civic Affairs Foundation for the 2015 Summer Georgia

County Internship Program and to amend the Multi-governmental Fund by

$2,173.00.

A RESOLUTION AUTHORIZING THE CITY TO SUBMIT AN APPLICATION FOR, AND IF

AWARDED, ACCEPT A GRANT IN THE AMOUNT OF $2,173.00, OR OTHERWISE AWARDED, FROM

THE ASSOCIATION COUNTY COMMISSIONERS OF GEORGIA FOR THE ACCG 2015 FALL

INTERNSHIP GRANT PROGRAM TO FUND A COLLEGE INTERN TO WORK IN THE PLANNING

DEPARTMENT FROM THE DATE OF HIRE UNTIL DECEMBER 31, 2015, TO PAY UP TO

$2,173.00 FOR UP TO 200 HOURS, WITH NO LOCAL MATCH REQUIREMENT AND TO AMEND THE

MULTI-GOVERNMENTAL FUND BY THE APPLICABLE AMOUNT.



WHEREAS, the ACCG 2015 Summer Internship Grant Program is funded by the

Georgia Department of Labor and is for the purpose of funding the wages,

worker?s comp insurance, and FICA for one intern per county through the Georgia

County Internship Program, for work to be performed between May 1, 2015 -

September 1, 2015; and,



WHEREAS, the Planning Department requests permission to apply for the

ACCG Civic Affairs Foundation - GCIP Grant 2015; and,



WHEREAS, the purpose of this program is to provide eligible college or

graduate students the opportunity to perform substantive work projects and

learn about the operations of county government, while performing a service for

the county government, at no cost to the county government.



NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS

FOLLOWS:



That the City Manager or his designee is hereby authorized to submit an

application and if approved, accept funds from the ACCG Civic Affairs

Foundation for GCIP Grant purpose for $2,173.00 which will cover the cost of

hiring one summer intern for up to 200 internship hours at a pay rate of $10.00

per hour to work in the Planning Department, or otherwise awarded, with no

local match required, and to amend the Multi-Governmental Fund by the amount of

the grant awarded.
