SUBJECT: Pay Plan Amendment
INITIATED BY: Department of Elections and Registration
Recommendation: Approve an ordinance adopting the following change to the
Columbus Consolidated Government Classification and Pay Plan recommended by the
Carl Vinson Institute of the University of Georgia (hereafter UGA). The
ordinance also provides for a change to the title, grade, and salary of an
individual position in the Department of Elections and Registration.
Background: The position of Election Coordinator that is currently classified
as a grade 14 was vacated by retirement on September 28, 2007. The Director
requested that UGA review the position to provide for additional duties and
reclassification to Assistant Director of Elections and Registration. As a
result of this study, UGA has recommended a grade 21 for this position.
Analysis: The request was reviewed by a highly respected state agency with
many years of experience in the field. The UGA evaluators relied on their
experience and data compiled on government jobs within and outside of Georgia.
Using a widely accepted point-factor evaluation system, UGA evaluated the key
factors involved in the performance of the job and recommended the position be
reclassified.
Financial Considerations: The current salary of $31,678 with benefits is
budgeted in the FY08 budget. The proposed salary will be $44,760 which is a
difference of $13,082 for a full fiscal year.
Legal Considerations: The Council must authorize changes to the Classification
and Pay Plan per section 8-304 of the Charter.
Recommendations/Actions: Recommend adoption of the proposed change.
