Prevention- Grant Application

Recommendation: Approval is requested to submit an application and, if

approved, accept a Grant for $75,000 from the Department of Justice, Office of

Juvenile Justice and Delinquency Prevention for the Muscogee County Marshal?s

Office - Junior Marshal Program and amend the Multi-Governmental Fund (216) by

a like amount.



Background: The purpose of the program is to enhance the Junior Marshal

Program, which mentors a selected group of Muscogee County Middle School

students to foster character development, prevent delinquent behavior and

provide a positive interaction between public safety personnel, students and

parents. Funding for the program is provided by the Office of Juvenile Justice

and Delinquency Prevention in the form of a Grant of $75,000 for the period of

September 1, 2009 ? August 31, 2010.



Analysis: The Grant awarded in the initiative is limited to a maximum of

$75,000. No matching funds are required. Each project will be funded for a

period of twelve (12) months from the designated starting date of September 1,

2009. Locally, Deputy Wilbert L. Williams will manage the Grant. The Grant

requests approval for $75,000 in salary for the Program Coordinator, overtime

pay for deputies, supplies, equipment and other items to operate the program.

Projects under this category are not eligible for continuation funding.



Financial Considerations: The proposed resolution will authorize the acceptance

of a Grant of $75,000 from the Department of Justice, Office of Juvenile

Justice and Delinquency Prevention. No impact on the General Fund will be

incurred by accepting this Grant.



Legal Considerations: Approval of the Grant will obligate the City to all

conditions of the Grant.

A RESOLUTION AUTHORIZING THE CITY TO SUBMIT AN APPLICATION FOR, AND IF

AWARDED, ACCEPT A GRANT IN THE AMOUNT OF $75,000 OR OTHERWISE AWARDED, FROM THE

U.S. DEPARTMENT OF JUSTICE, OFFICE OF JUVENILE JUSTICE AND DELINQUENCY

PREVENTION, WITH NO LOCAL MATCH REQUIREMENT, AND TO AMEND THE

MULTI-GOVERNMENTAL FUND (216) BY THE APPLICABLE AMOUNT.





WHEREAS, the Columbus Consolidated Government is committed to preventing

delinquency and mentoring students at an early age; and,



WHEREAS, the Department of Justice, Office of Juvenile Justice and Delinquency

Prevention has offered a Grant to prevent delinquency and mentor Middle School

Students in the City of Columbus; and,



WHEREAS, the Muscogee County Marshal?s Office requests permission to make

application to receive up to $75,000 funding for salary for the Program

Coordinator, overtime pay for deputies, supplies, equipment and other items to

operate the Junior Marshal Program.



NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS

FOLLOWS:



That the City Manager or his designee is hereby authorized to submit an

application and, if approved, accept a $75,000 Grant from the Department of

Justice, Office of Juvenile Justice and Delinquency Prevention and amend the

Multi-Governmental Fund (216) by a like amount.
