MINUTES # 06-10
The Columbus, Georgia, Board of Tax Assessors met Monday, February 15, 2010 at
9:00AM with Chairman William Braxton, Assessor Lawton Grantham, Assessor Ann
Grantham, Assessor Pat Hunter and Assessor Derrick Shields present. Also
present was Chief Appraiser Betty J. Middleton.
Assessor Lawton Grantham made the motion to approve Min#05-10. Assessor Pat
Hunter seconded the motion. Motion carried unanimously.
Chief Appraiser Betty Middleton discussed a letter received from the attorney
for tax parcels 179 022 002 and 179 022 002H. After an explanation of the
situation, Assessor Ann Grantham made a motion to issue a change notice to the
taxpayers notifying them of the change in their value; Assessor Pat Hunter
seconded the motion; motion carried with Assessor Ann Grantham, Assessor Pat
Hunter and Assessor Lawton Grantham voting yes and Chairman William Braxton
abstaining.
Chief Appraiser Betty Middleton apprised the Board of an application for the
Enterprise abatement for PID 050 038 013 for tax year 2010.
Discussed information requested and received from owner of PID 046 002 017. The
Board requested Chief Appraiser Betty Middleton to notify the owner to make an
appointment to meet with the Board.
Assessor Derrick Shields entered the meeting at 9:45AM.
The Board welcomed Derrick Shields to the Board of Tax Assessors replacing
Richard Stallings.
Revisited Mr. Jack Wright?s request from last week?s meeting to remove the
non-filing penalty for Personal Property account A0323491. The Board took no
action.
The Board also reviewed and approved the following VA letters of application
for VA homestead exemptions for 2010:

Sterling 115 021 016 (Update)
Lane 089 032 015
King 089 033 008
Deiwert 063 035 005
Hollis 114 017 039
Met with Mr. Kan regarding his personal property account # P0707391. Mr. Kan
felt he did not need to file a personal property tax return as he only rented
the office space to have his personal office away from his home and was not
conducting any type of business. After discussion Assessor Lawton Grantham made
a motion to reduce the 2009 mandatory value to same as returned for 2010;
Assessor Pat Hunter seconded the motion; motion carried.

Mr. Graham had an appointment with the Board of Tax Assessor; however, he did
not appear. (PID # 07015401)
Met with Residential Division Manager Bob O?Brien , reviewed and approved the
following:

The Board explained to Res Div Mgr Bob O?Brien that after further review of the
six parcels, which they approved on February 8, 2010 to be appealed to Court,
only one would be appealed, because there would be no tax savings to the County
on the other parcels. The Board asked Res Div Mgr Bob O?Brien to review the
other parcels they appealed to Court and if the same situations exist, the
Board will request the appeals to be disposed of.
Met with Commercial Division Manager Linda King, reviewed and approved the
following:

Com Div Mgr Linda King apprised the Board that Attorney Ed Sprouse and Mr. Dick
Ellis of the Development Authority will meet with the Board next week to
discuss answers to questions sent to them earlier.
Met with Personal Property Division Manager Oliver Juhan, reviewed and approved
the following:
