Board Meeting Minutes

December 3, 2014

10:00 a.m.





A meeting of the Land Bank Authority Board was held on December 3, 2014 in the

Conference Room at the Land Bank Authority?s office located at 18 Eleventh

Street, Columbus, Georgia.



Members Present: Justin Krieg Carson Cummings Brad Dodds

Lance Hemmings Steve Anthony Patrick Coleman



Also Present: Rhonda Walters (Staff)





Call to Order/Establish a Quorum

Board Chair Justin Krieg called the meeting to order. A quorum was present.



Brad Dodds and Patrick Coleman were introduced as new Board Members.



Approval of Minutes

A motion to approve the minutes from the Board meeting on October 1, 2014, was

made by Lance Hemmings. The motion was seconded by Brad Dodds. The motion

passed.



Operational Items

a) Financial Update

The new bank account was opened utilizing funds transferred from the City and

proceeds from the sale of property to Habitat. Outstanding invoices from the

Beil Law Firm and NeighborWorks Columbus were paid. Approximately $47,500

remains in the account.

Approximately $79,000 in Program Income is expected from the City in January

from the sale of an NSP funded house. Land Bank activities are an allowable use

within NSP.



b) Board Member Nomination

Carson Cummings confirmed Annehanna Merritt is willing to serve. Justin will

follow-up regarding the Council approval process.



Old/New Business

a) Property



o 1334 24th Street

Sale to Columbus Area Habitat for Humanity completed.



o 2235 Cornell Avenue

Donation completed. Justin has contacted adjacent property owner. He will

follow up to determine if they are interested in property.



o 2910 Bradley Circle

Donation completed. Historic Columbus is willing to pay up to $5,000 for

property. They are interested in it as part of their targeted City Village

project. A motion to sell the property to Historic Columbus for $5,000 was made

by Lance. Brad seconded the motion. Justin recused himself from the vote due to

his employment with Historic Columbus. The motion passed.



o 3916 Oates Avenue

Donation completed. Carrie Strickland with Truth Spring has indicated they

remain interested in the property and will be able to pay closing costs as

requested. She will contact the LBA to proceed with closing. Truth Spring is

developing a new housing program and this property will be one of their first

projects.



o 2205 Tillman

This is a potential REO donation. It is not located in any of the neighborhoods

targeted by our non-profit partners and no other interested parties have been

identified. The LBA is not interested in the property.



o 1016 51st Street

Donation of this REO property is in process. NWC is interested in the property

as part of their upcoming ?Big in Beallwood? neighborhood revitalization effort

planned for 2015.



o 2327 Heard Street

This is a potential REO donation. It is not located in any of the neighborhoods

targeted by our non-profit partners and no other interested parties have been

identified. The LBA is not interested in the property.



b) Acquisition through In Rem Foreclosure process

Ken Henson obtained a list of properties with demolition and weed liens and is

willing to help with the legal process to obtain identified properties that can

be addressed by non-profits and other viable entities. It needs to be

cross-referenced with a list of tax delinquent properties in order to move

forward. Attempts to obtain the list of tax delinquent properties from that

office have not been successful to date. Justin has been working with the Tax

Commissioner to resolve another matter and is hopeful he will succeed in

obtaining the list soon.



c) Identifying other potential partners

Lance mentioned the possibility of exploring opportunities to partner with

other entities that may be interested in securing property for their housing

related activities. Examples include organizations that work with foster teens

or adults needing day care were mentioned. The LBA encourages contact with

other potential partners of this type.



Next Meeting

The next Land Bank Authority Board Meeting will be on Wednesday, January 7th,

2015.
