TO THE CITY MANAGER:



1. OUT BUILDING ON RESIDENTIAL ZONED LOTS:



Have the staff to look at how we permit out buildings on residential rezoned

lots regardless of the lot size. Also, let?s look at a way to regulate those;

and anything in an SFR zoning category should have some serious limitations in

terms of the size of the footprint and the height that it ought to be able to

take up in a backyard; and anything above that should be considered for a

Special Exception Use. Get together with the City Attorney and bring back a

recommendation to the Council. (Request of Councilor Henderson)

2. NON-ALCOHOL RESIDENTIAL LICENSING:



Under the proposed new non-alcohol residential licensing, if someone went

through that process would that store-owner then be able to fore lay the

receipt of that special license into a catering license. Have the staff to

look at some language and bring a recommendation to close that up some.

Nomadic nightclub: Have the staff to address the issue of those

individuals who cater events and charge a cover charge. (Request of Councilor

3. CLOSING OF THE DOWNTOWN POST OFFICE:



Have the staff to forward a copy of the resolution regarding the closing of the

Post Office to our Federal Delegation, as well as include it on our Legislative

Agenda. (Request of Councilor Davis)

4. DEMOLITION OF PROPERTY:



Have the staff to hold off on the demolition of the property referenced by

Councilor McDaniel (1718 43rd Street) owned by Dr. Lopez and bring it back at a

later meeting of the Council. (Request of Mayor Tomlinson)



Also, have the staff to ask the owner to provide a signed contract by a

licensed contractor, as well as provide the financial means to bring the

property up to code. (Request of Councilor Henderson)

5. HOMELESS TASK FORCE:



Have the staff to get the Task Force together and get a better projection as to

where we are going with this plan. (Request of Councilor Davis)

Staff is working on this referral and will provide a response by December 13,

2011.

6. DOWNTOWN PARKING:



Have the staff to meet with the Stakeholders, as they are developing this plan

for downtown parking. Also, hold another meeting with stakeholders when the

plan has been completed. (Request of Councilor Thomas)

The core team working on the parking study met Monday, November 7th to discuss

the format and our working ground rules. Critical to the study team is initial

input from the stakeholders and serious consideration of their wishes and

concerns. The team will follow-up with research and data collection. The

stakeholders will be contacted at intervals to insure they are involved. We

were in agreement that without input, buy in, and continuous feedback from the

stakeholders: we are working in a vacuum and this is counterproductive.

TO THE CITY ATTORNEY:



7. MERITORIOUS RESOLUTIONS:



Have the staff to prepare a resolution expressing the Council?s condolences to

the family of Mr. Harold Funderburg. (Request of Councilor Thomas)



Have the staff to prepare a resolution expressing the Council condolences to

Deputy Warden Covington in the loss of this father. (Request of Councilor Huff)

The City Attorney?s office is working on this referral and will provide the

requested resolutions at the Mayor?s Proclamation/Resolution Session in

December.

TO THE CITY MANAGER:



8. VEHICLE REPLACEMENT PLAN:



Set aside Public Safety and tractors, but have the staff to look at those

vehicles that are being used less than normal, on the lower end of the

spectrum; and whether or not we need to provide a car for that position. Also,

let?s look at carpooling. (Request of Councilor Allen)



Have the staff to provide a copy of our policy that delineates which positions

get a car and who does not. Also, if we don?t have a policy in this regard, we

need to get one. (Request of Councilor Thomas)

We are currently conducting an assessment of vehicles that will include take

home vehicles and those assigned to particular staff during business hours.

Pool cars are also being reviewed. A report is forthcoming to Council in

January.

9. PROPERTY LOCATED AT 2819 10TH AVENUE:



Have the staff to provide a copy of the code violations that was cited on this

property. Also, have the staff to provide an update within 30-days on the

property located at 2819 10th Avenue. (Request of Mayor Pro Tem Turner Pugh)

We have given instruction to the owner to begin repairs; however, he has listed

the house for sale. He understands the house cannot be occupied until repairs

are made, and that he must disclose the code violations and repair notice to

any new owner. We will report again in early December. Please see requested

document attached. (Attachment 3)

TO THE DIRECTOR OF CRIME PREVENTION:



10. CRIME PREVENTION ISSUES:



Have the staff to provide the minutes of the Crime Prevention Board with

respect to the discussion regarding the D.A.R.E., G.R.E.A.T. and the Junior

Marshal Programs. (Request of Mayor Pro Tem Turner Pugh)



Have the Director of the Crime Prevention to get together with his board and

then come before the Council at the next Council Meeting on the Mayor?s Agenda

and have the proposals that addresses whether existing ongoing programs can

apply and be eligible for funds and will be given equal consideration and not

be handicapped in the point system. (Request of Mayor Tomlinson)
