I. RECOVERY ZONE BOND ALLOCATIONS:



Authorization is requested to submit the Recovery Bond Notice of Intent to

Issue Recovery Zone Economic Development Bonds in the amount of $2,090,000 and

Recovery Zone Facility Bonds in the amount of $3,135,000. An agenda report and

II. EDWARD BYRNE MEMORIAL JUSTICE ASSISTANCE GRANT:



Authorization is requested to submit an application, and if approved, accept an

Edward Byrne Memorial Justice Assistance Grant Justice Assistance Grant for

$265,755 through the American Recovery and Reinvestment Act (ARRA) of 2009. An

III. VARIANCE/ENCROACHMENT- JOHN P. THAYER YMCA, MARQUIS SIGN:



Authorization is requested for consideration of a variance to the City

Code Section 4.4.22 Encroachments into public rights-of-way to allow the new

YMCA, 1237 1st Avenue, to attach a marquis sign into the Broadway right-of-way

beyond the maximum encroachment of five feet to allow a permanent encroachment

of 6 ft. 6 inches. An agenda report, resolution and map are attached.

IV. TEMPORARY AND LIMITED MULTIPLE PURPOSE EASEMENT AGREEMENT:



Authorization is requested to execute a "Temporary and Limited Purpose

Easement Agreement" with The Medical Center Hospital Authority for the use part

of the unused Rail Line from 18th Street to 10th Avenue. An agenda report and

V. MEMORANDUM OF UNDERSTANDING (MOU) NEW ROAD BETWEEN GARRETT/MACON ROADS:



Authorization is requested to enter into a Memorandum of Understanding

with the development partnership of Thayer, Burgin and Willis for construction

of a two lane roadway between Garret and Macon Roads. An agenda report,

1. Metra Administration Building Roof Replacement

Scope of RFB

Tear off and discard existing SPUF and T & G roofs, and install new tapered

insulation and additional wood blocking. Install new 60 mil TPO roof system,

complete with new metal flashing and coping.



2. Automatic Announcement Systems (Annual Contract) ? RFB No. 10-0011

Scope of RFB

The Consolidated Government of Columbus, Georgia, is seeking vendors to provide

and install Automatic Announcement Systems for METRA Transit System buses.

This will be a five (5) year contract with the intent to purchase 0-5 systems

per year. Contract shall be for two (2) years, with the option to renew for

three (3) additional twelve-month periods. The option years? prices must be

included as part of your bid response. Contract renewal will be contingent

upon the mutual agreement of the City and the Contractor.



3. Trees for Planting on City Right-of-Ways (Annual Contract) ? RFB No. 10-0017

Scope of RFB

Provide trees to Columbus Consolidated Government, Public Services Department

to be purchased on an "as needed basis". Contract period shall be for one

year, with the option to renew for two (2) additional twelve-month periods.

Contract renewal will be contingent upon the mutual agreement of the City and

the Contractor.



4. Veterans Parkway Streetscape Enhancement Project ? RFB No. 10-0013

Scope of RFB

The Project consists of the following major elements: Roadway improvements;

erosion control, clearing and grubbing, grading of new medians to include 1,500

CY of top soil, 3,650 feet of concrete header curb, 2,000 feet of 30-inch

concrete curb and gutter, 125 feet of 18-inch concrete storm drain pipe, 8

catch basins, and 4 storm sewer manholes. Signing and Marking: 140 SF of

highway signs, 280 feet of galvanized steel posts, 25,500 feet of thermoplastic

stripping, and thermoplastic pavement markings. Landscaping: 1,300 SY of

Corner Plaza paving, 85 pedestrian lights and posts, 40 area lights and posts,

planting (only) of 100 Quercus Nuttallii, planting (only) of 50 Lagerstroemia,

1,800 SY of Zoysia sod, and 1,300 SY of Bermuda sod. Signalization: 2,700 feet

total of 3-inch and 6-inch directional bore, 120 SF of highway signs, 2,900

feet of steel wire strand cable, 17 strain poles with 30-foot to 60-foot mast

arms, 5 traffic installation areas, 24 Type 4, Type 6 and Type 7 polymer

concrete pull boxes, 6,000 feet non-metal rigid conduit, 17 Type A intersection

video detection assemblies, 1 Type A programming monitor and testing of all

systems.

Scope of RFB

Provide arts and craft supplies for the purpose of identifying multiple sources

for on-going purchasing needs for the Columbus Consolidated Government, Parks

and Recreation. Contract period shall be for one year, with the option to

renew for four (4) additional twelve-month periods. Contract renewal will be

contingent upon the mutual agreement of the City and the Contractor.

Scope of RFB

The Columbus Consolidated Government wishes to purchase the following vehicles:

1. Transit Enhancements (Annual Contract) ? RFB No. 10-0020

Scope of RFB

METRA is requesting qualified vendors to provide the following Transit

Enhancements: Mesh Trash Receptacles, 8? Perforated Steel Benches with backs

and without backs, Jumbo Horizontal Message Centers and Single Face Info Center

to METRA Transit System on an ?as needed? basis. The contract term will be for

two years with the option to renew for three additional twelve-month periods.
