MINUTES # 03-10
The Columbus, Georgia, Board of Tax Assessors met Monday, January 25, 2010 at
9:00AM with Chairman William Braxton, Assessor Lawton Grantham, Assessor Ann
Grantham and Assessor Pat Hunter present. Also present was Chief Appraiser
Betty J. Middleton.
Assessor Ann Grantham made the motion to approve Min#02-10. Assessor Lawton
Grantham seconded the motion. Motion carried unanimously.
The Board approved assessment corrections for real estate.
The Board also reviewed and approved the following VA letters of application
for VA homestead exemptions for 2010:
Winkler 102 002 033
Bland 115 021 044
Stevenson 097 024 003
Dennis 029 008 015
Lunsford 146 009 027
The Board reviewed two letters for VA exemption (PID 087 008 014 and 113 013
106), where the property had never been in the veteran?s name, only in the
spouse? name prior to marriage. Assessor Ann Grantham made a motion to deny the
VA exemption; Assessor Pat Hunter seconded the motion, motion carried.
Met with Mrs. Lacy and Mr. Hollis regarding Parcel ID 066 036 016. Mrs. Lacy
said after a fire one of our appraisers visited her home and discovered that
there was a discrepancy in the size of the home and she wanted a refund for the
incorrect square footage. The Board explained to Mrs. Lacy that her property is
appraised by the market approach and not the cost approach. If the cost
approach had been used, the amenities found, which were not on her property
record card would offset any reduction in the square footage. The Board advised
her that they could not issue refunds. The Board instructed the Chief Appraiser
to notify Mrs. Lacy by letter.
Met with Residential Division Manager Bob O?Brien to discuss two parcels in
which for some reason the permit was removed and was not picked up as completed
on our records. He wanted to know how many years we can go back to send out
Official Tax Notices. The Board said no more than 3 years beginning 2009. Res
Div Mgr Bob O?Brien also discussed 3 parcels purchased from Columbus Water
Works, where the sale failed to get processed. The Board agreed to value for
taxation from 2008 forward.
