SUBJECT: Allocation of CDBG funding to the Columbus Area Habitat for

Humanity for the Continuing Hope Program



INITIATED BY: Community Reinvestment





Recommendation: Approval is requested to enter into a CDBG Written Agreement,

between the Columbus Consolidated Government and the Columbus Area Habitat for

Humanity to award Community Development Block Grant (CDBG) funds in the amount

of $149,829 to administer the Continuing Hope Program to assist the

elderly/disabled homeowners with repairs to their homes.

Background: The City of Columbus and the Columbus Area Habitat for Humanity

has formed a strategic partnership to provide decent, safe and sanitary housing

for the senior/elderly homeowners living in substandard conditions. The

Continuing Hope program is designed to improve the living conditions of the

elderly and/or disabled residents living in substandard living conditions by

providing repairs such as new roofs, HVAC systems, plumbing and electrical,

etc. The grant provided to the homeowner will be in the amount up to $10,000

per home. We anticipate assisting approximately 13 elderly/disabled homeowners

with this program.



Analysis: The Continuing Hope Program will be based on an application list

for senior/elderly homeowners (62+) who are low-income (80% or below AMI).

The program will provide the homeowner the required repairs to their homes such

as roofs, HVACs, plumbing, and electrical with an amount up to $10,000 per

house. Through the partnership, the Columbus Area Habitat for Humanity will

assist approximately 13 elderly/disabled homeowners.



Financial Considerations: The City will provide $149,829 in CDBG funds to

carry out the program.



Legal Considerations: The City Attorney will review and approve the proposed

CDBG Written Agreement prior to obtaining signatures on the document.



Recommendations: Approve a resolution authorizing the City Manager to enter

into a CDBG Written Agreement, between the Columbus Consolidated Government and

the Columbus Area Habitat for Humanity to award $149,829 for the Continuing

Hope Program.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A WRITTEN AGREEMENT

WITH THE COLUMBUS AREA HABITAT FOR HUMANITY IN THE AMOUNT OF $149,829 OF

COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FUNDS TO ADMINISTER THE CONTINUING

HOPE PROGRAM TO CONDUCT REPAIRS TO THE HOMES OF INCOME ELIGBILE

ELDERLY/DISABLED HOMEOWNERS.



WHEREAS, the Columbus Area Habitat for Humanity is a valuable partner in the

City's efforts to provide affordable, safe and decent housing for low-income

residents of Columbus; and,



WHEREAS, the City of Columbus finds it necessary fund an Owner Occupied Housing

Repair Program for elderly/disabled homeowners; and,



WHEREAS, the Columbus Area Habitat for Humanity has agreed to administer the

Continuing Hope Program to assist elderly/disabled homeowners with housing

repairs; and,



WHEREAS, the City of Columbus will provide $149,829 in Community Development

Block Grant (CDBG) funds towards this program; and,



WHEREAS, the Columbus Area Habitat for Humanity has agreed to repair the homes

of approximately 13 elderly/disabled homeowners throughout Columbus.



NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:

That the City Manager is hereby authorized to enter into a written agreement

with the Columbus Area Habitat for Humanity to utilize $149,829 in CDBG funds

for the administration of the Continuing Hope Program and to conduct repairs on

the homes of approximately 13 income-eligible elderly/disabled homeowners.
