Board Meeting Minutes
June 1, 2011

A meeting of the Land Bank Authority Board was held on June 1, 2011 in the
Ground Floor Conference Room of the Columbus Consolidated Government Center.

Members Absent: Douglas Bryant
Also Present: David Arrington Mark McCollum Deborah Meadows
Board Chair Justin Krieg called the meeting to order. A Quorum was present.
Minutes of the April 13, 2011 meeting were approved as presented. Note: The
meeting scheduled for May 4, 2011 was cancelled.
Board Chair Justin Krieg said today?s meeting would primarily be focused on
updates, no action items necessarily.
Updates on Outstanding Items
In-Rem/Foreclosure Ordinance
Board Chair Justin Krieg has not presented the briefing to City Council about
the Land Bank Authority and its function within the City.
City Council Work Session
Deputy City Manager David Arrington, said briefings to City Council have been
suspended until after the budget reviews have concluded the budget approved. He
said he would talk to the City Manager about placing the Land Bank Authority at
the end of the City Manager?s agenda for a brief Land Bank Authority
presentation. The 4th Tuesday in July (26th), is the target date for the
briefing to City Council.
Mayor?s Neighborhood Stabilization Committee
Board Chair Justin Kreig went on a tour with the Mayor?s Neighborhood
Stabilization Committee. The tour looked at properties within the City in need
of stabilization, i.e., vacant properties, rental properties, properties not in
compliance with codes, etc. The Mayor?s committee has divided into five
sub-committees, each focusing on a different aspect of neighborhood
stabilization. Board Chair Justin Krieg is representing the Land Bank Authority
on the Vacant Lots sub-committee.
Deputy City Manager David Arrington explained that the committees would be
bringing information back to the Mayor and City Manager, helping to identify
the areas in most need of neighborhood stabilization.

Habitat for Humanity Proposal
The property transfer was approved at the April 26th City Council Meeting
between the City and the Land Bank Authority. Attorney Jacob Beil has the
property transfer information. Deeds should be signed shortly and delivered to
the Land Bank Authority for signature, completing the transfer. The conveyance
of the Habitat property to the Land Bank Authority will be completed at a
future date. Motion was made by Board Member Thomas Gristina to draft a
resolution for the transfer of the Habitat property to the Columbus Land Bank
Authority. Motion seconded by Board Member Carson Cummings. Motion passed
unanimously.
Land Bank Conference
Board Chair Justin Krieg will be attending a national conference on Land Bank
Authorities in Detroit, Michigan on June 6th and 7th.
Old/New Business
The next meeting will be on Wednesday, July 6, 2011.
