SUBJECT: Property Acquisition ? 3501 Califon Court



INITIATED BY: Department of Community Reinvestment









Recommendation: Approval is requested to purchase 3501 Califon Court a/k/a Tax

Map 064 007 022 due to flooding issues in Columbus, Muscogee County, Georgia.

(See attached tax map.)



Background: Due to the flooding events that occurred during February 2009 and

March 2009, the Engineering Department conducted an analysis of the structural

flooding events. From this analysis, the Engineering Department developed a

classifications system of the flooding events and measures to mitigate the risk

of future flooding. In May 2009, a presentation was made to Council and a

recommendation was made to acquire of 5 properties based upon the

classification system. Council gave approval to proceed with the acquisition

of the properties. After the purchase of the properties, the homes will be

demolished and removed from the property.



Analysis: The City has completed the negotiations with the property owners.

Through good faith negotiations for the property located at 3501 Califon Court,

the City and owner have agreed upon fair and equitable prices of the property.

Based upon appraised values from both parties, the agreed upon price is

$135,000. The seller will have 90 days after closing to vacate the property



Financial Considerations: The values of the property have been determined to

be $135,000. The Sellers has agreed to accept payment from the City for the

value of the property. The City will pay all closing cost associated with each

of the purchases. The purchases of the property will be funded from the CIP -

General Fund Supported - Property Acquisition Account.



Legal Considerations: The purchase of property requires Council approval.



Recommendations/ Actions: Approve a Resolution authorizing the purchase of

3501 Califon Court due to flooding issues in Columbus, Muscogee County, Georgia.

A RESOLUTION AUTHORIZING THE PURCHASE OF 3501 CALIFON COURT A/K/A TAX MAP 064

007 022 DUE TO FLOODING ISSUES IN COLUMBUS, MUSCOGEE COUNTY, GEORGIA.



WHEREAS; 3501 Califon Court a/k/a Tax Map 064 007 022 is to be purchased due to

continuing flooding issues; and,



WHEREAS, it has been determined the prices of $135,000 is fair and equitable

for 3501 Califon Court; and,



WHEREAS, the purchase of the property will be funded form the CIP-General Fund

Supported - Property Acquisition Account; and,



WHEREAS, it is in the best interest of the Consolidated Government of

Columbus, Georgia to purchase the property.



NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:



That the City Manager is hereby authorized to purchase 3501 Califon Court a/k/a

064 007 022 for the purchase price of $135,000. The purchase of the property

will be funded form the CIP-General Fund Supported Property Acquisition Account.
