SUBJECT: Columbus State University Department of Continuing Education

Agreement



INITIATED BY: Parks and Recreation Department





Recommendation: Approval is requested to accept up to $500,000 in grant funds

from Columbus State University Department of Continuing Education who has

applied and if approved will receive the Century Community Learning Centers

grant for the year 2012.



Background: This program is designed to offer an after school arts based

enrichment program that offers tutoring and mentoring to students in an after

school setting. The program uses the arts to facilitate the core curriculum as

well as provide arts training. The programs mission is to help students in high

poverty and low performing areas to meet local and state standards in core

academic subjects.



Analysis: The Parks and Recreation after school program currently has 25

schools that are participants in the after school program. Columbus State

University Department of Continuing Education is funding this grant at no cost

to the city of Columbus. Columbus State University Department of Continuing

Education through the partnership with Columbus Parks and Recreation will

provide art instructors, teachers and mentors to the Columbus Parks and

Recreation Community Schools after school program.



Financial Considerations: If the grant application is approved by Century

Community Learning Center, the grant amount will be up to $500,000 received

from the Columbus State University Department of Continuing Education arts

based enrichment program. The city is not required to put up any matching funds

to participate in this grant and the multi-governmental fund will be amended by

the amount received.



Projected Annual Fiscal Impact Statement: The City will not incur any annual

fiscal impact with the approval of this grant.



Legal Considerations: Council must approve the acceptance of funds from this

grant.



Recommendations/ Actions: Authorize a resolution to enter into an agreement

with Columbus State University Department of Continuing Education to provide an

enrichment activities to include tutoring and mentoring to the students in the

after school program.

A RESOLUTION AUTHORIZING PARKS AND RECREATION TO ACCEPT UP TO $500,000

IN GRANT FUNDS FROM COLUMBUS STATE UNIVERSITY DEPARTMENT OF CONTINUING

EDUCATION





WHEREAS, the Before and After School Program administered by the Columbus

Parks and Recreation Department offers activities to youth; and,



WHEREAS, the Columbus Parks and Recreation Department Community Schools

Division administers the After School Program in 25 locations throughout the

city during the school year, and,



WHEREAS, the need for wholesome recreational, educational, and enrichment

activities are offered to participants with a homework component included; and,



WHEREAS, the Columbus State University Department of Continuing Education

operates an after school arts program that provides tutoring and mentoring

help. Using the arts to facilitate the core areas of education CSU will apply

for the Century Community Learning Centers (CCLC) grant. If awarded, CSU will

share this grant with the Boys and Girls Club, Columbus Parks and Recreation,

Double Churches Middle School, New Horizons Drug Rehabilitation Teen Clubhouse

and the Muscogee Youth Development Campus, and,



WHEREAS, if awarded the multi-governmental fund will be amended by the

amount of the award; and,



WHEREAS, Columbus State University Department of Continuing Education will also

provide mentors and teaching artists to the Columbus Parks and Recreation

Department Community Schools after school program for tutoring and arts

training for academic enrichment, including tutorial services to help students,

particularly students who attend low-performing schools, to meet state and

local achievement standards; and,



WHEREAS, Columbus Parks and Recreation will use funds awarded to hire staff to

reduce the ratio of kids in the Columbus Parks and Recreation Community Schools

program from 1:12 to 1:10.



NOW THEREFORE, BE IT RESOLVED, THE COUNCIL OF COLUMBUS, GEORGIA HEREBY RESOLVES

AS FOLLOWS:



That the City Manager is hereby authorized to enter into a partnership with

Columbus State University Department of Continuing Education and if the a grant

is approved accept funds in the amount up to $500,000 to provide after school

arts based child care enrichment activities to include tutoring and mentoring

for children who are enrolled in the after school program; and,
