SUBJECT: State Courts - Mental Health Courts



INITIATED BY: Judge Andy Prather & Maureen Gottfried







Recommendation: Approval is requested to submit a grant, and if approved,

accept $200,000 from the Bureau of Justice Administration for Judge Andy

Prather?s Court in the amount of $100,000 and Judge Maureen Gottfried Court in

the amount of $100,000 for operation of Mental Health Courts in the State

Courts of Muscogee County from October 1, 2013 to September 30, 2015 and enter

into a contract with the New Horizons Community Service Board for services and

amend the Multi-governmental Fund by $250,000.00.



Background: Bureau of Justice Administration has provided $200,000 to

fund Mental Health Courts for the State Courts of Muscogee County.



Analysis: Muscogee County will operate two Mental Health Courts, the first

with Judge Andy Prather and the second with Judge Maureen Gottfried. We are

applying for a grant of $100,000.00 for each court from the BJA to operate the

Mental Health Courts for a period of 24 months.



Financial Considerations: The City is required to provide 20% matching funds

to participate in this grant program.





Projected Annual Fiscal Impact Statement: The Columbus Consolidated Government

is not obligated to continue this program once the grant funds have been

expended.



Legal Considerations: The Columbus Consolidated Government is eligible to

apply for funds from the Bureau of Justice Administration.



Recommendations/ Actions: Approve a resolution authorizing the City Manager to

submit a grant application and if approved, accept funds from the Bureau of

Justice Administration for the operation of the Mental Health Courts in the

State Courts of Muscogee County from October 1, 2013 to September 30, 2015 and

enter a contract with the New Horizons Community Service Board for services and

amend the Multi-governmental Fund by $250,000.00.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO SUBMIT AN APPLICATION TO THE

BUREAU OF JUSTICE ADMINISTRATION FOR A GRANT TO FUND MENTAL HEALTH COURTS FOR

STATE COURTS IN MUSCOGEE COUNTY AND IF AWARDED, ACCEPT $200,000 OVER A TWO YEAR

PERIOD TO PROVIDE FUNDING FROM OCTOBER 1, 2013 THROUGH SEPTEMBER 30, 2015 WITH

A 20% LOCAL MATCH OF $50,000 AND ENTER A CONTRACT WITH THE NEW HORIZONS

COMMUNITY SERVICE BOARD FOR SERVICES AND AMEND THE MULTI-GOVERNMENTAL FUND BY

THE AMOUNT AWARDED.

WHEREAS, funds have been made available from the Bureau of Justice

Administration to fund Mental Health Courts for the State Courts in Muscogee

County for a period of twenty four months beginning on October 1, 2013 through

September 30, 2015; and,

WHEREAS, the funds are being made available to provide support for the

operation of Mental Health Courts for the State Courts of Muscogee County; and,

WHEREAS, the Bureau of Justice Administration require a 20% local match; and,

WHEREAS, the State Courts of Muscogee County will operate two Mental Health

Courts, the first with Judge Andy Prather and the second with Judge Maureen

Gottfried, $100,000 is being requested for each of these courts to operate for

a period of 24 months from October 1, 2012 through September 30, 2015.
