Subject: (ZC0203-3) Request to rezone approximately 0.46 acre of property located at the

northwest corner of Veterans Parkway and Old Whittlesey Road

In March 2002, an application was submitted by Thomas Ed Adams to rezone the

above property from M-1 (Light Manufacturing) District to C-3 (General

Commercial) District as outlined in the attached report. Seven (7) property

owners within 300 feet were notified of the rezoning request. The Planning

Division did not receive any comments concerning this rezoning request.



The Planning Advisory Commission recommends that the request be conditionally

approved based upon the fact that it is consistent with the Comprehensive Plan

and its policy statements, it is compatible with existing land-uses, and it

does not constitute spot zoning. The recommended conditions is: the developer

shall not use any directional / flood-style lighting that will interfere with

Veterans Parkway traffic



The Planning Division recommends conditional approval based on the fact that it

is consistent with the Comprehensive Plan and its policy statements and it is

compatible with existing land-uses. The recommended condition is the same as

that recommended by the Planning Advisory Commission.

Comments
1. Property access: current (M-1), proposed (C-3)



a) Site must conform to current requirements for C-3 (General

Commercial) District Zoning.

b) Driveway must conform to COMMERCIAL standards: the driveway along

Veterans Parkway (SR1) will require a permit from the Columbus Consolidated

Government Engineering Department and the Georgia Department of

Transportation. The Veterans Parkway may require a deceleration lane.





2. Traffic Circulation and off-street parking:



Off-street parking requirements must meet the Codes and regulations of

the City of Columbus section 22-32.





3. Traffic Impact:

The construction of a deceleration lane and tapers along Veterans Parkway will

ease any impact that this site may cause.





4. Roadway/Area Lighting:



The developer shall not use any directional/flood style lighting that

will interfere with Veterans Parkway traffic.
