Subject: (ZC0207-1) Request to rezone property located at 1101 19th Street



In July 2002, an application was submitted by David Cummings to rezone the

above property from A-O (Apartment-Office) District to C-3 (General Commercial)

District as outlined in the attached report. Thirty-eight (38) property owners

within 300 feet were notified of the rezoning request. The Planning Division

did not receive any comments concerning this rezoning request.



The Planning Advisory Commission recommends conditional approval based upon the

fact that

it is consistent with a policy statement of the Comprehensive Plan (Commercial

Development

policy statement #1: Promote commercial development in appropriate areas?

Medical offices

and related services are also encouraged in the Medical Center area?). The

recommended

conditions are: 1) all lighting shall be directed internally using deflector

shields and 2) no

external trash dumpsters / compactors shall be located along the property lines

bordered by

residential zoning districts.

office uses, such

as the Columbus Health Department complex. The Planning Division views the

city blocks

between 12th Avenue and the Medical Center as a transition area. General

commercial

encroachment from 12th Avenue toward the Medical Center has been occurring for

several years.

C-3 zoning is located in all of the blocks along the west side of 12th Avenue.

The current C-3

zoning along the east side of 12th Avenue should serve as the halting point for

further commercial

encroachment into this area.
