A Resolution Authorizing APPROVAL OF THE SUBMISSION OF THE APPLICATION FOR THE JAIL DIVERSION PROGRAM
GRANT FROM THE DEPARTMENT OF HEALTH AND HUMAN SERVICES-SUBSTANCE ABUSE AND
MENTAL HEALTH SERVICES ADMINISTRATION; ACCEPTANCE OF THE AMOUNT AWARDED UP TO
$400,000 EACH YEAR; DESIGNATING NEW HORIZONS AS THE SOLE PROVIDER FOR MENTAL
HEALTH SERVICES; GRANTING AUTHORITY TO THE MAYOR TO EXECUTE ALL DOCUMENTS AND
AMENDING THE MULTI-GOVERNMENTAL GRANT FUND. whereas, the purpose of the Jail Diversion Grant is to divert individuals with mental
illness away from the criminal justice system to community based integrated
mental health and substance abuse treatment and support services. This grant
is scheduled to extend over a 3 year period on a reimbursable basis up to
$400,000 each year.
whereas, the City of Columbus will be the fiscal agent and New Horizons will be the
provider of mental health services for the grant. The grant is a 75/25
proposition and the local match of 25% ($100,000) will be provided from in
kind services from New Horizons. A memorandum of understanding will be
completed with the agency on the responsibilities of each entity.
That the Mayor is hereby authorized to submit an application and if
approved accept a grant for the Jail Diversion Program from the Department of
Health and Human Services-Substance Abuse and Mental Health Services
Administration; acceptance of the amount awarded up to $400,000 each year;
designation of New Horizons as the sole provider for mental health services;
authority to the Mayor and/or Finance Director to execute all documents and
amendment of the Multi-Governmental Grant Fund is given by the City Council.
