Honorable Mayor and Councilors
City Manager
City Attorney
Clerk of Council

Subject: The Planning Division has recommended to the Council of Columbus that the text

amendment amending the zoning text by changing the color of lettering on zoning

signs as it refers to sign sections ?Present Zoning? and ?Proposed Zoning?, be

approved. A copy of the Staff Report is enclosed for your information.

Respectfully,

Rick Jones, AICP
Director, Planning Department

Staff Report
Application
The Planning Division, at the request of Columbus Council, is proposing to

amend the zoning text by changing the color of lettering on zoning signs as it

refers to sign sections ?Present Zoning? and ?Proposed Zoning?. The current

requirement states that: ??the lettering thereon shall be black letters on a

white background and shall be at least three (3) inches in height.? The new

requirement would make the lettering for sign sections ?Present Zoning? and

?Proposed Zoning? red in color. The change is being requested because Council

feels that it would be more eye-catching and catch the attention of residents

and passers-by. When zoning signs go up on properties that have been through

the process before, many residents don?t realize that it is a different sign

than the original sign for a previous rezoning.
Proposed Text Amendment
Amend Sec. 22-36 Administration of Chapter as follows:

Amend Sec. 22-36 (C)(9)(d) to read as follows:

(d) The signs shall be placed on the property at five hundred-foot intervals.

If the property in question has a five hundred-foot or less

frontage, only one (1) sign is

required. Where property does not front on an existing right-of-way, said

sign shall be placed within one (1) foot of the right-of-way of the

nearest street or road. The sign shall read as follows:

Notice to Rezone

Name of Applicant

Or Owner:

Telephone Number:

Address of Property:

Present Zoning:

Proposed Zoning:

Proposed Use of

Property:

Additional Information: Call Planning Division, 653-4116

Said sign shall be of wood or metal, at least forty-eight (48) vertical inches

by seventy-two (72) horizontal inches in size, and the lettering thereon shall

be black letters on a white background and shall be at least three (3) inches

in height, with the exception of ?Present Zoning? and ?Proposed Zoning?. These

sections and the corresponding districts stated shall be red letters on a white

background and shall be at least three (3) inches in height.
Planning Advisory Commission Recommendation
The Planning Advisory Commission considered this text amendment at their

meeting on

December 3, 2003. The Planning Advisory Commission recommended approval of the

text amendment.
Planning Department Recommendation
The Planning Division recommends approval of text amendment.
