Subject: Subject: (ZC0201-5) Request to amend the text of the zoning ordinance to create

a new zoning classification. The new zone, A-2 (Rural Residential), would

serve as an intermediary zone between R-1 (Low Density Residential) and A-1

(Agricultural).





The Planning Division is proposing an amendment to Chapter 22 of the City

Code. Section 22-9.1 A-2 (Rural Residential) district will create a district

that will serve as an intermediary zone between R-1 and A-1. The new zone will

have a minimum lot size of 20,000 square feet; that minimum lot size will

compliment R-1, at 15,000 square feet, and A-1, at 40,000 square feet. Shown

below is the complete listing of the minimum lot area and setback requirements

proposed for this zoning district:

Sec. 22-9-1 A-2 rural residential district.



(A) Purpose. The purpose of this district is to provide and protect an

environment suitable for low density single-family dwellings together with such

nonresidential uses as may be necessary to and compatible with low density

residential sur-roundings.



(B) Principal Uses:

(1) Community facilities:

(a) Golf courses and clubhouses, private. The golf course shall be a

full 9-hole or 18-hole course.

(b)Public uses (unclassified), including buildings, struc-tures, and uses of

land by a unit of government, not listed elsewhere, and including, but not

restricted to, public schools, libraries, parks, playgrounds, recreation

centers and fire stations.

(c) Recreation centers or swimming pools.



(2) Education:

(a) Schools, private or parochial elementary and high school.

(b) Schools, public.



(3) Housing:

(a) Single-family detached dwelling.



(4) Religious facilities:

(a) Churches and other places of worship and accessory facilities.

(b)Convent or monastery.



(C) Accessory Uses:



(1) Bathhouses and pavilions.



(2) Buildings, the temporary use of which is incidental to

construction operations for sale of lots during development being conducted on

the same or adjoining tract or subdivision and which shall be removed upon

completion or abandonment of such construction, or upon the expiration of a

period of two (2) years of the time of erection of such temporary buildings,

whichever is sooner.



(3) Earth satellite station (receive only).



(4) Fallout or bomb shelters.



(5) Gardens for the use and enjoyment of the occupants of a

dwelling on the premises.



(6) Garages, private.



(7) Home occupations.



(8) Housing for guests.



(9) Housing for servants.



(10) Parking, off-street spaces.



(11) Pets for personal enjoyment or household use and not as a

business.



(12) Recreational equipment. Storage of a boat trailer or camp

trailer or motorized dwelling or pickup camper or a boat or other similar

equipment not to exceed thirty-two (32) feet in length.



(13) Recreational/meeting facilities constructed in connection with

a residential development or owned and operated by a neighborhood association.



(14) Storage in a main building or 'in an accessory building all for

domestic use.



(15) Swimming pool and game courts, lighted and unlighted for use of

occupants or their guests.



(D) Special Exceptions:



(1) Utility substations, public.

(2) Wireless communication facilities.

The Planning Advisory Commission considered this text amendment at their

meeting on February 6, 2002. The Commission voted to change the proposed side

setbacks from 18 feet to 15 feet and change the proposed maximum lot coverage

by buildings from 20% to 35%. The remainder of the text amendment was approved

with the aforementioned amendments:
