PLANNING ADVISORY COMMISSION RECOMMENDATION
The Planning Advisory Commission recommends conditional approval based upon the

fact that although it is not consistent with the future land-use map of the

Comprehensive Plan, it is consistent with policy statements of the

Comprehensive Plan, and it is compatible with existing land-uses. The

recommended condition is: only five lots shall be allowed on this property.

The Assistant Director of Engineering shall review or suggest lot configuration

to address flood control issues before plat approval.

PLANNING DEPARTMENT RECOMMENDATION
Conditional approval based on the fact that it is consistent with policy

statements of the Comprehensive Plan and it is compatible with existing

land-uses. The recommended condition is the same as that recommended by the

Planning Advisory Commission.

The property does lie within a floodway and floodplain area. Over half of 5163

McCaghren Drive lies within the floodplain. The developer will need an

approved drainage plan prior to issuance of a Site Development permit, if a

permit is required.

Traffic Impact
The proposed project is not expected to have a negative impact on the

transportation network. The current traffic count is 7,195 trips per day and

will increase to 7,271 trips per day. The Level Of Service will remain at A

(11,200 trips per day) for Warm Springs Road.

Twenty-nine (29) property owners within 300 feet were notified of the rezoning

request. The Planning Division did not receive any comments concerning this

rezoning request.
Additional Information
This area has been identified by the Planning Division as an area in

transition. The current future land-use designation for the area is Low

Density Residential. Staff has identified the area as being amended to Medium

Density Residential. When these properties become available, the trend in the

area is to request higher densities (usually R-3). Due to the urban nature of

the area, Medium Density Residential is a reasonable transition.
