- PLANNING ADVISORY COMMISSION RECOMMENDATION
- The Planning Advisory Commission recommends conditional approval based upon the
fact that it is consistent with the future land-use map of the 1998
Comprehensive Plan and its policy statements (Residential Development policy
statements #2 & #3), it is compatible with existing land-uses, and it is served
by all City services. The recommended conditions are: 1) only one curb-cut
shall be permitted to Whitesville Road from the properties zoned R-1 and R-1A
zoning districts, 2) a 50 feet undisturbed, natural buffer shall be required
along Whitesville Road with the exception of the A-1 zoned area, and 3) a
maximum of 157 lots shall be permitted in the development.

- Conditional approval based on the fact that it is consistent with the future
land-use map of the 1998 Comprehensive Plan and its policy statements
(Residential Development policy statements #2 & #3) and it is compatible with

- The property does lie within a floodway and floodplain area. The developer
will need an approved drainage plan prior to issuance of a Site Development
permit, if a permit is required.

- Traffic Impact
- The proposed project is not expected to have a negative impact on the
transportation network. The current traffic count is 4,310 trips per day and
will increase to 5,812 trips per day. The Level Of Service will remain at A
(4,700 trips per day) for Whitesville Road for this development only. This
property was included in the traffic study completed in summer 2003 for the
Whitesville Road-Williams Road-Double Churches Road area.

- The proposed zoning classification is consistent with the future land-use map
of the 1998 Comprehensive Plan. However, it would not be consistent with the
future land-use map of the proposed 2003 Comprehensive Plan update, if
approved.

- This development could average about 150 children of various ages. Elementary
age students would attend Double Churches Road Elementary, which has 829
students (capacity: 625). Middle school age students would attend Double
Churches Middle School, which has 820 students (capacity: 625). High school
age students would attend Northside, which has 1,067 students (capacity:
1,200).

- Attitude of Property Owners
- Twelve (12) property owners within 300 feet were notified of the rezoning
request. The Planning Division received several comment concerning this
rezoning request.

- The applicants, along with French & Associates, used the proposed Conservation
Subdivision portion of the Unified Development Ordinance as a guideline to
layout this proposed development. The applicants have planned 157 lots on 163
acres. Of that 163 acres, 48 acres have been preserved as greenspace.
