Subject: I have put a text amendment change on the PAC agenda for August 6, 2003. The

change will create the Specific Area Overlay District (SAOD), which will allow

the Council to address specific issues that may exist within a defined area,

such as a roadway corridor or historic area, without the necessity for creating

an entirely new zoning district (i.e., SAC, CRD, etc.).

The proposed SAOD was taken as is from the UDO. I checked with Marty Hodgkins

of Duncan Associates to verify that this would meet our needs. He assured me

that this district would allow Council to direct the Planning Division

concerning specific areas and issues. It will also give us a tremendous amount

of flexibility in zoning and planning. Without any problems, this should go to

Council in September.



These are our goals once the SAOD is adopted:



1. Create a Mill Redevelopment Overlay District (MROD).



? Council would need to give us the direction to proceed with the first SAOD.

? We would work with PRS (that has redeveloped the Johnston Mills) on criteria

for this district since they are already underway.

? The MROD would be flexible to the point that the Bibb Mill, the Jordan Mill,

and the Columbus Mill would be able to utilize it.

? It would have to go through the zoning process.



2. Work with PRS on utilizing the MROD for Johnston Mills.



? It would have to go through the zoning process.
