Subject: Zoning history for the parcels located 500 feet north of Manchester Expressway,

between Armour Road & I-185



In 1998, Columbus Properties, LLC, applied for rezoning for properties located

along Armour Road: 1) property east of Armour Road, between I-185 and Airport

Thruway and 2) property 500 feet north of Manchester Expressway, between Armour

Road and I-185. The properties regarding this rezoning case consists of the

area north of Manchester Expressway (Land Lease #3):



1) 1998 (Ordinance 98-109):

-- This ordinance put two conditions on the property in question:

-- #2. Limit use of the property to the uses identified in the

initial traffic impact analysis (Four restaurants and a bookstore

for Land Lease #1 and mini-storage facilities for that portion of Land Lease

#3 being rezoned to C-3).

-- #3. Install necessary transportation improvements as required by

the Traffic Engineer Division to Armour Road and the realigned

roadway serving Land Lease #1.

-- #5. Direct access to Armour Road is limited to the proposed

roadway identified on the site plan and the traffic impact

analysis.

-- These conditions were recommended by the Planning Division.

2) 1999 / 2000 (Ordinance 00-5):

-- The applicant requested that:

-- Land Lease #3 allow for the development of three commercial lots

fronting Armour Road to be occupied by automotive service businesses

such as a car wash, oil and lube centers, muffler shops, brake service

centers, or similar uses. These uses would generate less traffic than what

was originally approved in 1998.

-- Land Lease #3 allow for a portion of the area designated for

mini-storage facilities to be used for RV, camper, and boat storage, or

any use approved by the FAA for property located within the Glide Path.

-- Land lease #3 allow for two (2) curb-cuts on Armour Road to serve

the three (3) commercial lots to be created.

-- The Planning Division recommended that:

-- Traffic circulation be handled internally so that only one

"right-turn in" curb-cut be permitted on Armour Road and the Department

of Engineering shall approve the location of that curb-cut.

-- The outdoor storage portion of the parcel be buffered with Category

D, Option 1 of the Buffer Ordinance; that the automotive service

businesses be buffered with one of the Options of Category A of the

Buffer Ordinance; and that the text "or any other use approved by the FAA for

the property located within the Glide Path" be deleted from the requested

amendment.

-- The ordinance amended Conditions #2, #3, and #5 as follows:

-- #2. The three commercial lots fronting on Armour Road in Land

Lease #3 shall be limited to the following development:

automotive service businesses such as a car wash, oil and lube

center, muffler shop, brake service center, or similar uses.

Only one "right-turn in" curb-cut shall be allowed

on Armour Road. The automotive service business shall be buffered with one of

the Options of category A of the Buffer Ordinance (Chapter 18A,

Article VI of the Columbus Code).

-- #3. On Land Lease #3, the portion designated for mini-storage

facilities may be used for RV, camper, and boat storage. The

entire portion of the parcel used for mini-storage facilities shall be

buffered with Category D, Option 1 of the Buffer Ordinance

(Chapter 18A, Article VI of the Columbus Code).

-- #5. Direct access to Armour Road is limited to the proposed

roadway identified on the site plan and the traffic impact

analysis and to the "right-turn in" curb-cut referenced in Condition #2 above.

3) 2001 (Ordinance 01-109):

-- The applicant requested that portions of Conditions #2 and #3 of

Ordinance 00-5 that pertain to the Buffer Ordinance be deleted. The way

the ordinance was written required that each proposed use would require a

buffer between them. This is not required between C-3 properties under the

Buffer Ordinance.

-- The Planning Advisory Commission recommended that the portions

pertaining to certain categories of the Buffer Ordinance be replaced by

sentences that refer to the requirements of the current Buffer Ordinance.

-- The ordinance amended Conditions #2 and #3 as follows:

-- #2. The three commercial lots fronting on Armour Road in Land

Lease #3 shall be limited to the following development:

automotive service businesses such as a car wash, oil and lube

center, muffler shop, brake service center, or similar uses.

Only one "right-turn in" curb-cut shall be allowed on Armour

Road. The automotive service businesses shall be required to meet

the requirements of the Buffer ordinance ( Chapter 18A, Article

VI of the Columbus Code of Ordinances).

--#3. On Land lease #3, he portion designated for mini-storage

facilities may be used for RV, camper, and boat storage. The

entire portion of the parcel used for mini-storage facilities shall be

required to meet the requirements of the Buffer ordinance (Chapter

18A, Article VI of the Columbus Code of Ordinances).

4) 2002:

-- The applicant requests that the use restrictions be removed. The

new condition on the property would limit the entire site to 2800 trips

per day. Once that mark is established, no further development on the sites

would be permitted.
