# 45-02





The Columbus, Georgia, Board of Tax Assessors met Wednesday, November 13, 2002,

at 2:00PM with Chairman Beatrice Breaux, Assessors Lawton Grantham, Richard

Stallings, Ann Grantham and William Braxton present. Also present was Chief

Appraiser Martin J. Land.



Assessor Ann Grantham made a motion to approve Minutes #44-02, Assessor William

Braxton second it, motion carried unanimously.



The Board approved assessment corrections for real estate.



The Board voted to cancel next week?s meeting (November 20, 2002) since four

Board members and the Chief Appraiser will be out of town to take a course to

fulfill their certification requirements.



The Board also approved a revised assessment for Georgia Power Company for 2002.



Met with Mr. Blackmon regarding the Historic exemption for parcel ID 003 010

001. Mr. Blackmon said he understood the requirements of the Georgia Code for

the Historic exemption, but he was not notified by the Department of Natural

Resources that he needed to file the Preliminary Certification when he first

received it. He said he actually began the project before the DNR approved the

Preliminary Certification. He said he was asking the Board to freeze the

valuation at the 2001 value instead of 2002. He said he felt like he was doing

the community a favor by restoring the building and not tearing them down. He

said he was not going to have any hard feelings if the Board did not comply

with his request but he wanted them seriously consider freezing the value at

the 2001 valuation. The Board took no action.



Met with Mr. Snakenberg regarding his personal property account # 06184701. Mr.

Snakenberg said he was laid off when Pillowtex closed and he purchased a

business license for Research/Verify Employment in January 2001; however, he

never got the business started and did not acquire any assets. Assessor Richard

Stallings made the motion to remove the assessment for 2002, Assessor William

Braxton second the motion, the motion passed. Assessor Lawton Grantham

abstained from voting.
