Commissioners Present: Chairperson Susan Anderson, Susan Berry, Susan Binns,

Treasurer Julie Bray, Patricia Cardin, Joan Cargill, Bernie Corcoran, Virginia

Dickerson, Sharon Dixon, Pamela Feagle, Carlton Gardner, Robert Gooch, Bill

Green, David Hay, Vice Chairperson William Kendall, Linda McLemore, James

Miller, Eva Smith and Stan Stovall



Commissioners Absent: Joel Collis, Bill Consoletti, Paula James, Jan Pease,

Secretary Marlene Sharp and Elliott Waddell

CALL TO ORDER

The meeting was called to order by Chairperson Susan at 12:00 p.m.



APPROVAL OF MINUTES OF THE JUNE 11, 2003 MEETING

The minutes of the June 11, 2003 Commissioner?s meeting were approved.



TREASURER?S REPORT

The Treasurer?s report was presented by Commissioner Julie and approved.



PETITIONS & COMMUNICATIONS

Chairperson Susan presented the following:

? An introduction of Betsy Covington, Executive Director of Chattahoochee

Valley Community Foundation. Mrs. Covington presented a check for $800.00, a

portion of the grant money from the Foundation, which will be used to support

the Litter Campaign.

? All Commissioners were asked to give a brief introduction of their self.



OLD BUSINESS

? Citizen Litter Enforcement Program: Chairperson Susan reported that there is

a law that will allow citizens to be deputized to issue litter citations. A

meeting was held with the city manager, a representative from the police

department and public services to explore the possibility of a program for

Columbus. KCBC is striving for Columbus to be the first city in the state to

implement a citizen litter enforcement program. More information will be forth

coming.

? Community Improvement Program: A Community Improvement meeting will be held

tonight at 6:00 p.m. at New Mount Zion Baptist Church. Columbus Consolidated

Government, Historic Columbus, Columbus Housing Initiative and Muscogee County

School District are involved in the community improvement program. The program

will aid in eliminating junk cars, high grass and other improvements to help

beautify the community. An invitation was extended to the Commissioners to

attend the meeting.



NEW BUSINESS

? American Forests National Conference: Executive Director Gloria stated that

she received a scholarship to attend the American Forests National Conference,

?Engineering Green?, in San Antonio September 17-20, 2003. A report will be

forth coming.

? Keep Georgia Beautiful Executive Directors Conference: Gloria will the Keep

Georgia Beautiful Executive Directors Conference, October 1-3, 2003 in Cordele,

GA.

? Environmental Justice Collaborative Problem-Solving Grant: KCBC received an

Environmental Justice Collaborative Problem-Solving Grant application from the

Environmental Protection Agency for 100,000. The grant may be used on projects

to address local environmental and/or public health concerns in the community.

Eligible organizations must have a 501(c)(3) designation. A motion was made by

Commissioner Stan Stovall to apply for the grant and Commissioner Linda

McLemore seconded. The motion was unanimously approved. Chairperson Anderson

asked Gloria Weston-Smart to contact John Flournoy, Chairperson of Gateways, to

gain his support.



HIGHLIGHTS OF COMMITTEE REPORTS

? Program Calendar: Chairperson Susan announced the following upcoming events

for KCBC: Help-The-Hooch ?October 10-11?, Telephone Book Recycling ?

October-January?, Christmas Tree Recycling ?December 26-January 3? (Bring one

for the Chipper will be held on January 3).

? Learn About Forests: Executive Director Gloria reported that the Learn

About Forests program was a success. Twenty-six inner city youth were taken to

Camp Robert Lewis to explore and gain knowledge about the forest. The program

will become an annual event sponsored by Columbus Consolidated Government Urban

Beautification and Forestry Division, Mead/Westvaco, WRBL and KCBC.

ANNOUNCEMENTS

? Next meeting will be October 14, 2003.

? Chairperson Susan Anderson announced that Daphne Dove-Peirce is recently had

open-heart surgery and is recovering.
